The Board of Supervisors
of Contra Costa County
In the Matter of Resolution No. 99:1119
DECLARING THE MONTH OF APRIL,1999
AS PARLIAMENTARY LAW MONTH
IN CONTRA COSTA COUNTY
WHEREAS,Parliamentary law is the cornerstone of a democratic society in observance
of the principles of justice,adherence to order,and enforcement of law with protection of the
rights of all;and
WHEREAS,these principles have contributed immeasurably to the development of
America's legal system and government;and
WHEREAS, the knowledge and practice of parliamentary procedures facilitates the
orderly and expeditious conduct of business in every kind of meeting and gathering;and
WHEREAS,General Henry Robert,author of Rules of Order,America's widely
accepted parliamentary authority for deliberative assemblies,was born 162 years ago this year;
and
WHEREAS,the California Association of Parliamentarians,a Division of the National
Association of Parliamentarians,promotes an understanding of the importance of parliamentary
procedures in advancing the ideals of fairness and justice in a democratic society.
NOW,THEREFORE,BE IT RESOLVED that the Board of Supervisors of the County
of Contra.Costa, California,does hereby declare the month of April, 1999 as
"PARLIAMENTARY LAW MONTH"in Contra Costa County,California.
PASSED by unanimous vote of the Board Members present on this 23'day of March,
1999.
