Adopted this Order on by the following vote: APES: Supervisors Gioia, Uilkema, DeSaulnier and C nciamilla NOES: None ABSENT: Supervisor Gerber ABSTAIN: None SUBJECT: IN THE MATTER OF AMENDING RESOLUTION NO. 99/603 THE PERSONNEL MANAGEMENT REGULATIONS TO ALLOW BAND CERTIFICATION OF ELIGIBLES IN THE CLASS OF ELIGIBILITY WORKER I WHEREAS, The Director of the Employment and Human Services Department has advised the Human Resources Department that the present Merit System rules in use for certification of Eligibility Worker I(XHWA) eligibles from the open employment list to that Department do not provide sufficient numbers of candidates to fill existing vacancies in a timely manner; AND WHEREAS, Specific provision has previously been made within the Personnel Management Regulations to allow certification by band in certain public safety classes whereby all eligibles placed into a specific band are referred for consideration as a single group;AND WHEREAS, The Human Resources Director and the County Administrator have recommended that the class of Eligibility Worker I is appropriate for inclusion within the Band Certification rules; NOW THEREFORE, BE IT RESOLVED that the Contra Costa County Board of Supervisors in its capacity as governing Board of the County of Contra Costa and all districts of which it is the ex-officio governing Board amends the Personnel Management Regulations, in part, to additionally provide: 605. I2ESIGNAnON QF EMPI_OYMENTLISTS 605.3 (d)Band lists may be used for the entry-level classes of Firefighter,Deputy Sheriff, Deputy Sheriff Recruit, Sheriff's Dispatcher I, Probation Counselor I, Eligibility Worker I, Animal Center Technician and Animal Services Officer. Under the Band Certification process, the names of candidates who have qualified on the examination are placed into one, two or three groups designated as Bands A,B and C. All names within each band shall be considered equally qualified and there shall be no additional ranking within the bands. 719. BAIL. CERIJEICATIQN QF F, F-FlQHjE& TJ.EPI=SUS. The Director of Human Resources may elect to use a band certification as provided in Section 605.3 (d) to certify names for Firefighter, Deputy Sheriff, Deputy Sheriff-Recruit, Sheriff's Dispatcher I, Probation Counselor I, Eligibility Worker I, Animal Center Technician and Animal Services Officer positions from eligible lists. Under the band certification process, candidates who have qualified on the examination will be placed into one, two or three groups designate as Bands A, B, and C. The number of available eligibles certified from the Firefighter, Deputy Sheriff, Deputy Sheriff-Recruit, Sheriffs Dispatcher I, Probation Counselor 1, Eligibility Worker I, Animal Center Technician and Animal Services Officer eligible list established as a result of an open competitive examination shall include all of the names in Band A. If there are fewer than RESOLUTION NO. 99/� � J nine (9) more names available in Band A then the number of vacancies to be filled, then all of the names in Band B shall be certified along with the names in Band A. If there are fewer than nine (9) names available in Bands A and B combined than the number of vacancies to be filled, then all the names in Band C shall be certified along with names in Bands A and B.
