BE IT RESOLVED that the Board of Supervisors of Contra Costa County ADOPT the Letter of
Understanding (copy attached and included as part of this document), jointly signed by Kathy
Ito, Labor Relations Manager, and Lou Paulson, President, IAFF Local 1230, implementing
negotiated agreements regarding medical and dental benefits for employees in classifications
represented by that employee organization.

Dear Mr. Paulson:
This will confirm that subject to the adoption by the Board of Supervisors and ratification
by your membership, Part D of the January 28, 1999 Letter of Understanding by which
the MOU effective October 1, 1995 was extended through March 15, 2000 is amended
and Part E is added to read as follows:
D. The parties agree that the District monthly payment for PERS Medical premiums
will continue at the current rate until December 31, 1999. Effective January 1,
2000, and for the duration of the successor agreement to the current MOU,
subvention rates for the purpose of open enrollment in all PERS medical plans
will be the dollar equivalent of eighty-seven percent (87%) of the PERS Kaiser
premium at each level (employee only, employee + one, employee + two or
more).
In the event, in whole or in part, that the above amounts are greater than one
hundred percent (100%) of the applicable premium of any plan, the District's
contribution will not exceed one hundred percent (100%) of the applicable plan
premium.
E. Effective January 1, 2000, the contract with Safeguard A & B Dental will be
terminated and the District will offer Delta and PMI Delta Care Dental plans.
Upon ratification by your membership this agreement will be presented to the Board of
Supervisors as the joint recommendation of the parties.

G. Adminlatrative Provision: The County Administrator shall establish guidelines,
bulletins or directives as necessary to further define or implement provisions
contained in this Resolution, all provisions of Resolution No. 83/1 and the County
Salary Regulations shall continue to apply to management and unrepresented
employees covered by the terms of this Resolution.
