OF , CONTRA COSTA COUNTY, STATE OF CALIFORNIA IN THE MATTER OF ) DECLARING THE WEEK ) OF MAY 22-28, 1999 AS ) RESOLU77ON NO. 99/247 BOATING SAFETY IN ) CONTRA COSTA COUNTY) WHEREAS, more Americans than ever before are heading to waterways for recreation and relaxation as opportunities for on-the-water activities expand each year. With this growth comes additional responsibility. It is essential that both novice and experienced boaters practice boating habits, such as wearing a life jacket. WHEREAS,this year's theme for the 1999 National Safe Boating Campaign,"W, Var Y-QurL1fQJackoA Boat Smart f ro h 5,. tart!"recognizes that boating safety begins long before your boat leaves the dock. WHEREAS, recent year averages indicate approximately 88 percent of the people who drowned in boat accidents were not wearing a life jacket, and WHEREAS, when you leave for a day of boating, you seldom expect to unintentionally end up in the water. But if you do happen to fall overboard or capsize and are not wearing your life jacket, you greatly increase your chance of becoming a boating statistic, and WHEREAS, in recognizing that hundreds of lives could be saved each year by wearing life jackets—life jackets that are more comfortable,more attractive and more wearable than styles of years past; and WHEREAS, the law requires that wearable life jackets be carried for each person on board a boat and little effort is put forth in wearing those life jackets; NOW, THEREFORE, BE IT BY THE BOARD OF SUPERVISORS OF THE COUNTY OF CONTRA COSTA, RESOLVED that we hereby support the goals of the National Safe Boating Campaign and proclaim May 22-28, 1999, as National Safe Boating Week and the start of the year-round effort to promote safe boating in Contra Costa County, and BE IT FURTHER RESOLVED that we urge all those who boat to"Boat Smart From The Start" by wearing their life jacket and practicing safe boating habits.
