The Mentally Ill Offender Crime )
Reduction Demonstration Grant )
BE IT RESOLVED that the Board of Supervisors of the County of Contra Costa hereby:
Appoints Sheriff Warren P. Rupf as the Chair of the Contra Costa County Mentally Ill Offender
Crime Reduction (MIOCR) Strategy Committee created in response to AB 1485 to develop a
comprehensive, collaborative, and integrated plan for implementing a swift, certain, and graduated
response for reducing crimes committed by mentally ill offenders,reducing jail over-crowding, and
reducing criminal justice costs related to mentally ill offenders;
Authorizes Sheriff Rupf or the chairperson of the Board of Supervisors to submit and/or sign
Contra Costa County's application for State funding as well as related contracts, amendments, or
extensions with the State of California;
Appoints the following individuals as members of the Contra Costa County MIOCR Strategy
Committee:

Gregg Moore, Commander Contra Costa Sheriffs Office
Terrence Starr Chief Probation Officer
Gemma Pasto,Field Services Director Contra Costa Probation Department

Chuck Deutschman,Director Community Substance Abuse Services
Jay Mahler Office for Consumer Empowerment

Assures that the County of Contra Costa will not supplant MIOCR Demonstration Grant funds;
Assures that the County of Contra Costa intends to enter into an agreement with the State relative
to the expenditure of funds, program implementation, and evaluation should a grant award by
forthcoming by not later than June 30, 1999;

Assures that the County of Contra Costa will adhere to the requirements of the Board of Corrections
and all conditions specified in the grant contract with the State of California in the expenditure of
State funds received pursuant to said application;
Assures that the County of Contra Costa will participate in the collection of required common
research data and program evaluation activities and conduct an evaluation of the proposed project;
and
Certifies that the County of Contra Costa will invoice the Board of Corrections for all costs approved
in the grant on a quarterly basis beginning Oct. 1, 1999, and not later than Oct. 15, 2003.
