on the occasion of his retirement from - ) RESOLUTION NO. 99114
Public Employees Union, Local #1 )
WHEREAS, Paul has served not only the labor community, but also the general community dutifully and
faithfully for over SO years commencing with his enlistment in the Army Air Corps in 1942 with his honorable
discharge in 1946;and
WHEREAS, his loyalty to labor includes: membership in the Oakland Typographical Union, Chair of the
Alameda County Central Labor Council focusing on the Civil Rights and Community Services Committees,,
Pwduction Manager of the East Bay Labor Journal owned by the Alameda County Central Labor Council and
the Building Trades Council, Business Agent for the Cemetery Workers Union, Local 322 and was the
International Representative of the Textile Workers of America for Northern California;and
WHEREAS, Paul served as:. Executive Director of the Alameda Central Labor Council's Work Experience
Project to teach economically disadvantaged youth appropriate work habits and to provide apprenticeships for
qualified youth for the Building Trades Council, Labor Liaison Officer for the Office of Economic Opportunity
to involve labor unions with programs such as Head Start, the Job Corps, the Neighborhood Youth Corps and
Legal Services to the Poor,and
WHEREAS, in 1982 Paul became a consultant for the Contra Costa County Health Services and Social
Services Departments to develop a plan for long terra care for the elderly and, ultimately becoming in 1984, a
permanent employee, attaining the position of Executive Director of the Contra Costa County Retired Employees
Association, Administrative Assistant to the General Manager and working on community relations, legislative
and political activities;and
WHEREAS, in his commitment to his community, Paul served on the Contra Costa County Hospital Joint
Conference Commission and various subcommittees and was one of the principals in a joint effort to achieve
approval for reconstruction of Merrithew Hospital, the Advisory Committee to the Contra Costa Health Plan
and on the committees for the formation of the managed care Commission, advocated for the Contra Costa
Library System and the Friends of the Concord Library,and served as well, as a dedicated member of the State
Democratic Central Committee.
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors declares January 22, 1999 as
Paul Katz Day in Contra Costa County in honor of all that he has contributed towards increasing the quality
of life in Contra Costa County and the Bay Area.
PASSED AND ADOPTED ON January 19, 1999, by a unanimous vote of the Board members present.
