CAMPAIGN ) RESOLUTION NO. X38/534
WHEREAS,for what was once a children's holiday,Halloween has turned into a
drinking occasion; and
WHEREAS, alcohol companies have capitalized upon this social trend through the
utilization of Halloween images in their making campaigns which are appealing to
children and young adults; and
WHEREAS,the use of the images of ghosts,pumpkins, and witches sends a message to
youth that drinking alcohol is a part of Halloween; and
WHEREAS,Hands Off Halloween is an annual national prevention campaign that
attempts to persuade alcohol vendors and bars not to display the Halloween images
produced by the alcohol companies; and
WHEREAS,the ultimate goal of the campaign is to stop alcohol companies from using
children's Halloween images to market their products; and
WHEREAS,the Hands Off Halloween Campaign began in Contra Costa County in 1996
and was quick to capture the participation of many local merchants and bar owners; and
NOW THEREFORE,BE IT RESOLVED,that the County Board of Supervisors does
hereby support the HANDS OFF HALLOWEEN CAWAIGN, and encourages all
citizens to join the effort so we can continue to reverse the association of Halloween with
drinking alcohol among our youth; and
BE IT FURTHER RESOLVED that the County Board of Supervisors encourages all
community members and Cities in Contra Costa to declare Halloween a children's
holiday that should not be used to promote alcohol and beer sales.
PASSED by and adopted by unanimous vote of the Board members present on this 20a'
day of October 1998.
