IN THE MATTER OF PROCLAIMING )
OCTOBER 2630, 1998 AS ) RESOLUTION NO. 98J 532
WINTER WEATHER AND FLOOD }
PREPAREDNESS WEEK }
WHEREAS, California winters are noted for diverse weather conditions, including snow, hail,
rains, high winds, dense fog, blinding dust storms and pounding surf which can cause extensive
property damage and personal injury; and
WHEREAS, following extended periods of rain., people living in floodplains have historically
been inundated by flood waters which threaten life and health, and damage property as
demonstrated by the 1998 El Nino, and the floods of 1997 and 1995 which combined, claimed 53
lives and caused approximately $4 billion in damages; and
WHEREAS, winter storms often cause devastating damage and destruction to areas of the state
which have been previously impacted by fire; and
WHEREAS, California during dry years has had more weather-related deaths and injuries from
fog and blowing dust incidents than from any other weather phenomenon; and
WHEREAS, in cooperation with local, state, federal and volunteer agencies, the Governor's
Office of Emergency Services, California Resources Agency, California Department of Water
Resources, Irrational Weather Service, California Highway Patrol, California National Guard,
California Department of Transportation, California Department of Boating and Waterways,,
California Department of Conservation, California Conservation Corps, California Department
of Forestry and Fire Protection, California Department of Parks and Recreation, and the
California Office of Traffic Safety are observing Winter Weather and Flood Preparedness Week
to educate the public on this important issue;
IT IS HEREBY BY THIS BOARD RESOLVED that the week of October 26-30, 1998 is declared
Winter Weather and Flood Preparedness Week in California and urge all Californians to observe
appropriate safety measures at home, school, work and on the road to protect themselves during
the coming winter.
