HomeMy WebLinkAboutRESOLUTIONS - 01011998 - 1998-279 Dl � THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on May 19, 1998 by the following vote: AYES: SUPERVISORS UILKEMA, GMUMR, DESAULNIER, CANCIAMILLLA NOES: NONE ABSENT: SUPERVISOR ROGERS ABSTAIN: NONE RESOLUTION NO. 98/_27_9 SUBJECT: Support for a Feasibility Study to Investigate } Purchase of Vacant Parcel Adjacent to ) Pittsburg/Bay Point BART Station for Future } Additional StationParking } WHEREAS,the Pittsburg/Bay Point BART Station,which opened in December 1998 with approximately 2000 surface parking spaces, now functions as an end of line station for East County; and WHEREAS, shortly after opening the station's available parking supply became strained to the limit; and WHEREAS, a recent study by BART staff determined that there were 135 vacant all-day parking spaces currently available at the Pittsburg/Bay Point BART Station and the number of station parking spaces is sufficient to accommodate demand to the year 2001; and WHEREAS,the County of Contra Costa,the City of Pittsburg, and BART have been engaged since November 1995 in a specific plan process to guide development in and around the Pittsburg/Bay Point BART Station; and WHEREAS, in the course of preparing the Pittsburg/Bay Point BART Station Area Speck Plan, a vacant parcel of land between the Oak Hill Shopping Center and the BART station parking lot was identified for its potential to provide additional station parking; and WHEREAS, this vacant parcel of land has the potential to provide an additional 345 parking spaces for future needs at the Pittsburg/Bay Point BART Station; and WHEREAS, a preliminary analysis by BART staff estimated the cost to acquire and develop the vacant parcel for additional station parking at $2.32 million, as opposed to $4.14 million to design and construct a parking garage on existing property at the Pittsburg/Bay Point BART Station; and WHEREAS, the Fiscal Oversight Committee for the Pittsburg/Bay Point BART Station Area Specific Plan, comprised of three elected officials from Contra Costa County Board of Supervisors, Pittsburg City Council, and BART Board of Directors, voted unanimously to request the BART Board of Directors authorize BART staff to conduct a feasibility study to investigate acquisition of the vacant parcel so that the site might be developed in the future for additional station parking when needed; and WHEREAS, the feasibility study would not commit BART to acquire the property, but would only seek to determine a fair asking price for the property, research possible funding sources for acquisition, and identify a potential timetable for acquisition and development of the site; and WHEREAS, the BART Board of Directors will soon consider a request by BART Director Joel Keller (District 2 - covering eastern Contra Costa County) to authorize a feasibility study for advanced acquisition of the parcel to provide future additional station parking needs. NOW THEREFORE, BE IT RESOLVED that the County of Contra Costa affirms its support for a feasibility study investigating purchase of the vacant parcel between the Oak Hills Shopping Center and the Pittsburg/Bay Point BART Station for the purpose of adding more station parking when needed and strongly encourages the BART Board of Directors to authorize preparation of the feasibility study. FISCAL IMPACT None to the General Fund. RACK RO 1NDIR - QNS FOR ATIONS On March 5, 1998, the Vice President of the BART District Board of Directors sent a letter to the Board of Supervisors requesting the Board of Supervisors to consider adopting a resolution requesting BART to investigate the feasibility of purchasing a vacant parcel adjacent to the Pittsburg/Bay Point BART Station for the purpose of expanding station parking when needed. (see Exhibit A). On April 14, 1998, the Board of Supervisors referred this correspondence to the Transportation Committee. On May 4, 1998, the Transportation Committee recommended that the Board of Supervisors adopt such a resolution and provide the Board with information regarding the concerns raised by other BART District Directors (see Exhibit B).
