Technology Classifications )
The Contra Costa County Board of Supervisors Resolves that:
WHEREAS, Contra Costa County has contracted with a consultant (David M.
Griffith & Associates) to conduct a classification and compensation study of information
technology classes; and
WHEREAS, the County requested the Consultant to conduct a classification and
salary survey of County information technology classes to address market inequities
which have an impact on the retention and compensation of employees in these classes;
and
WHEREAS, the Consultant has now completed the classification and salary
survey and issued a report along with a classification structure and salary
recommendations for these classes;
NOW, THEREFORE, BE IT RESOLVED that effective May 1, 1998, the
following actions will be taken:
1. Classes listed in Attachment A shall be established and allocated to the Salary
Schedule.
2. Classes listed in Attachment B shall be reallocated on the Salary Schedule.
3. Classes and positions within the classes listed in Attachment C shall be reallocated on
the Salary Schedule and reallocated to new classes and new class titles.

MAY 199 1998
On this date, the Board of Supervisors considered adoption of Resolution No. 98/273
to establish classes in Information Technology and allocate such classes to the salary
schedule; reallocate designated classes on the salary schedule; and reallocated certain
existing classes in Information Technology to new classes and placement on the
salary schedule.
Public testimony was received from the following persons:
Jim Hicks, AFSCME, 1000 Court Street, Martinez;
Richard Cabral, Local 512, 1000 Court Street, Martinez;
Henry L. Clarke, Local 1.
The Board accepted written comments from the following persons:
Stormy Juenehann, 40 Douglas Drive, Martinez;
Sam Sampayan, 40 Douglas Drive, Martinez;
Charles L. Durley, 40 Douglas Drive, Martinez.
.After receiving oral and written testimony, the Board instructed County
representatives to continue to meet and confer with union representatives, to return
to the Board before adjournment. Upon returning, the Director of Human Resources
read into the record the proposed amendments to Resolution 98/273. (Exhibit A
attached)
IT IS BY THE BOARD ORDERED that Resolution No. 98/273 as amended is
ADOPTED.

RECOMMENDATION
Adopt Resolution to establish classes in Information Technology and allocate such classes to the salary
schedule; reallocate designated classes on the salary schedule; and reallocate certain existing classes in
Information Technology to new classes and placement on the salary schedule.
BACKGROUND
The County initiated a Countywide Information Technology Study to address concerns regarding the
competitiveness of the current salary structure and the adequacy of the classification structure to recruit
and retain skilled information technology professionals. The County has experienced difficulty in
recruiting and retaining employees because of non-competitive salaries and a classification structure
that is too narrow and inflexible to meet the County's current and future needs.
The County's needs include highly complex integrated delivery systems, such as:
• Year 2000
• Wide Area Network
• Installation of the Immunization System
• Health Plan Local Initiative Utilization Reporting
• Mental Health Managed Care Implementation
The study included data collection in the form of employee surveys and interviews, management
conferences, and public sector salary surveys.

Information Technology Study
The consultant recommended:
• Reduction in the number of classifications.
• The creation of an information technology classification plan which consists of 11 distinct class
series,job families and career ladders.
• Classification specifications.
• Salary ranges for the classifications which recognize internal salary relationships and are more
competitive with the labor market.
The County has completed its meet and confer obligations with Local One and is continuing them with
AFSCME.
The recommendations in the attached Resolution are a primary step in making the County more
marketable in the highly competitive environment for qualified information technology professionals.
In addition, it will assist the County in retaining the highly skilled information technology professionals
currently in our workforce.
EXHIBIT A
May 19, 1998
AMEND THE RESOLUTION ON BOARD AGENDA ITEM C.38 AS FOLLOWS:
1. Classes listed in Attachment A shall be established and allocated to the Salary Schedule, with
the following modifications:
a. Establish the classes of Information Systems Assistant I and II at the appropriate
salary levels; and
b. Delete the classes of Information Systems Programmer/Analyst I, II, III, and IV and
continue meeting and conferring with AFSCVIE on these classes, with the intent of
establishing the series on June 2, 1998.
3. Classes and positions within the classes listed in Attachment C shall be reallocated on the
Salary Schedule and reallocated to new classes and new class titles with the following
modifications:
a. Reallocate the class of Municipal Court Accounting Specialist to Information Systems
Specialist II;
b. Reallocate the class of Data Control Clerk to Information Systems Assistant II;
c. Reallocate the class of Data Entry Operator II i Project to Information Systems
Assistant II;
d. Reallocate the class of Data Entry Operator II to Information Systems Assistant II;
e. Reallocate the class of Deputy Clerk- Data Entry Operator II to Information Systems
Assistant II;
f. Reallocate the class of Data Entry Operator I to Information Systems Assistant I.
g. The classes of Departmental Systems Specialist I, Programmer I, Departmental
Systems Specialist II, Family Support Automation Specialist, Programmer II, Program
Analyst-EDP, Senior Programmer, Department Data Processing Analyst, Personal
Computing Services Manager, Senior Program Analyst-EDP, and Senior
Departmental Systems Specialist(except for the Senior Departmental Systems
Specialist positions in the Health Services Department) are deleted from Attachment
C and are not reallocated at this time, in accordance with paragraph Lb., above.
