BROWN FOR TEN YEARS RESOLUTION NO. 981 260 OF DEDICATED SERVICE AS DIRECTOR, OFFICE OF EMERGENCY SERVICES WHEREAS, Gary E. Brown was asked to take over the Office of Emergency Services (OES) at a time when it was without a Director in 1987, and WHEREAS, in his ten years as Director, Gary oversaw the completion of renovations to the Emergency Operating Center, and WHEREAS, Gary coordinated the County's response to disasters including the Loma Prieta Earthquake, Oakland Hills Fire, General Chemical release, Poulenc explosion and fire, Waterworld slide collapse and the floods of 1995 and 1997, and WHEREAS, Gary was able to improve the inter-agency relationships of the County with cities, State OES, fire and police agencies, utilities and community organizations, and WHEREAS, Gary spearheaded the effort to implement the Standardized Emergency Management System (SEMS) in all local public agencies within the County and conducted or sponsored numerous training sessions, and WHEREAS,Gary conducted major disaster exercises annually involving County departments, cities, police, fire, Emergency Medical Services (EMS), State, schools and volunteer groups, and WHEREAS, during Gary's tenure, the County provided emergency management contract services to 13 of the County's 18 cities, further testimony to the respect and confidence the cities had for Gary's leadership and professionalism, and WHEREAS, Gary was successful in obtaining grant funds to initiate a project to develop disaster preparedness among non-profit, community-based organizations throughout the County, and WHEREAS, Gary gave hundreds of presentations to community groups on the subject of disaster preparedness, and WHEREAS, Gary conducted an "El Nifio"preparedness workshop with all local government agencies in the County, and WHEREAS, Gary insured that the County took all actions necessary under SEMS to establish Contra Costa County as an Operational Area, and WHEREAS, during his tenure, Gary also conducted special projects for the County Administrator such as a study of County volunteer programs, administrative review of the Animal Services Department, and served for six months as Interim Director of the Office of Revenue Collection, NOW, THEREFORE, BE IT BY THE BOARD OF SUPERVISORS OF THE COUNTY OF CONTRA COSTA, RESQLy12 that the Board expresses Its appreciation to and commends Gary E. Brown for his ten years of dedicated service as Director, Office of Emergency Services, and for his excellent leadership and professionalism in heading this most important office.
