IN THE MATTER OF HONORING RESOLUTION NO. 98/128
EAST BAY MUNICIPAL UTILITY DISTRICT
WHEREAS, the California State Legislature adopted the Municipal Utility District Act(MUD Act)in 1921, allowing the creation of a
special district to provide water services across city and county jurisdictional boundaries and the East Bay Municipal Utility District
(EBMUD)was created by a yes vote of the citizens of seven East Bay cities on May 8, 1923 and provides Contra Costa County residents
with recreational opportunities at nearby San Pablo and Lafayette Reservoirs;and
WHEREAS, EBMUD consolidated the numerous competing water companies that sprang up as the East Bay grew in the 1800s,developing
into a modem, forward looking district that today serves more than 1.2 million people in a 325 squares mile area encompassing major
portions of Alameda and Contra Costa counties;and
WHEREAS.the California State Legislature,modified the MUD Act in 1941 to allow creation of a wastewater treatment district,which
led,in 1944,to the creation of Special District One-a state-of-the-art wastewater treatment system,now serving three Contra Costa cities
whose operations contribute significantly to the health and safety of the region and the purity of water discharged into San Francisco Ba}
and
WHEREAS,throughout its history EBMUD has planned carefully and anticipated its customers'needs-acquiring additional water rights;
building and protecting water treatment facilities and distribution infrastructure;increasing seismic reliability;establishing a watershed
master plan to protect its lands;and pioneering water conservation,wet weather and pollution source control programs;and
WHEREAS, through its participation in long-term planning efforts such as the CALFED Bay-Delta Program, EBMUD continuously
demonstrates a commitment to both water quality and environmental protection--balancing,the management of both Sierra and local
watershed lands to improve public access, conserve the environment,and,above all,protect the water supple;and
WHEREAS, EBMUD reduces-the demand for water by providing water conservation education programs for Contra Costa Countv schools,
demonstrating,drought-tolerant gardening methods,creating financial incentives for business and residential customers,and developing
innovative water re-use programs, including the water recycling plant which can supply up to six million gallons of water per day to
Chevron's Richmond refinery;and
WHEREAS, EBMUD is an integral part of the Contra Costa County economy-five of its six water treatment plants are located here,along
with its watershed headquarters and two maintenance facilities, and EBMUD has spent more than $64 million on capital improvement
construction project here over the past five years;and
WHEREAS, to serve existing customers better and foster regional economic development, EBMUD has created the Walnut Creek-San
Ramon Valley Improvement Plan,a project that,when emplemented,will increase the reliability of water services along the 1-680 corridor;
NOW, THEREFORE, RE IT RESOLVED that the Board of Supervisors of Contra Costa County congratulates EBMUD on its 75"
Anniversary, and recognizes its proud past and vital future by proclaiming May 8, 1998 as East Bay MUD Day in Contra Costa County.
