Leo D. Schmall Upon His }
Retirement.From County Service } RESOLUTION NO. 98198
WHEREAS, Leo D. Schmall is retiring from his position as Senior Auditor, Internal Audit Division of
the Office ofthe County Auditor-Controller after 32 years of County service, years marked by dedication,
leadership and professionalism; and
WHEREAS, after graduating from Fresno State College with a Bachelor of Science Degree in
Accounting,and serving six years in the California Army National Guard from 1959 through 1965, and
having attained the professional designation of Certified Internal Auditor in 1985; and
WHEREAS, he began his career with Contra Costa County in July 1966 in the position of Auditor I in
the Office of the Auditor-Controller, Internal Audit Division, was promoted to Auditor II in October
1968 and then to Auditor III in February 1973 and served as the lead auditor in production of the award-
winning Comprehensive Annual Financial Report for 1995-96 and 1996-97; and
WHEREAS, he is active in professional organizations including the Tri-Valley Chapter of the Institute
of Internal Auditors; serving as Treasurer from 1995 to 1996 and Governor from 1996 to 1997 in
addition to chairing committees, as well as serving his religious congregation; and
WHEREAS, working tirelessly in his belief that his most important role was that of preserving the public
trust, he always exhibited, and inspired among his co-workers the highest standards of ethics and
professionalism, and
WHEREAS,Leo is devoted to his wife, Pat, their two children, Vaughn and Andrea, and is anticipating
the birth of his first grandchild, and intends to spend more time with them, traveling, skiing and serving
his religious congregation;
NOW, THEREFORE,BE IT BY THE BOARD OF SUPERVISORS OF CONTRA COST COUNTY,
CALIFORNIA, RESOLVED that Leo D. Schmall is COMMENDED upon his retirement for his
exemplary record of public service to the citizens of this County.
PASSED by unanimous vote of the Board members present on the 10th day of March 1998.
I hereby certify that the foregoing is a true and correct copy of resolution entered on the minutes of said
Board of Supervisors on the date aforesaid.
