HomeMy WebLinkAboutRESOLUTIONS - 01011998 - 1998-089 31 ' THE BOARS~ OF SUFI VISORS OF CONTRA COSTA C JNTY, CALIFORNIA Adapted this Order on Mir. „3,. 1 cm by the following vote: AYES: Supervisors Uilkema, Gerber, DeSaulnier, Canci.milla, Rogers' NOES: None ABSENT: None ABSTAIN: None RESOLUTION NO. 98/89 SUBJECT: Authorize the Contra Costa Economic Partnership to Represent the County of Contra Costa to Apply to the California Trade and Commerce Agency for a Grant from the Job Creation Investment Fund WHEREAS the Job Creation Investment Fund (Government Code Section 15365.50 - 15365.59) is administered by the California Trade and Commerce Agency to allocate grant funds to counties to be used for job creation activities that will provide employment for recipients of aid under Chapter 2 (commencing with Section 11200)of Part 3 of Division 9 of the Welfare and Institutions Code who are moving into the workforce; and WHEREAS the Contra Costa County Board of Supervisors has elected to apply to the California Trade and Commerce Agency for a grant from the Jab Creation Investment Fund; and WHEREAS the law requires the Contra Costa County Board of Supervisors to approve a Resolution to apply for a grant from the Job Creation Investment Fund; designate a Job Creation Task Force to develop a Job Creation Plan and/or implement Job Creation Activities; and designate a lead local economic development organization to coordinate the Job Creation Task Force; and WHEREAS the California Trade and Commerce Agency requires the Contra Costa County Board of Supervisors to authorize a local economic development organization to represent the County of Contra Costa concerning the Job Creation Investment Fund application and grant. NOW, THEREFORE, BE IT RESOLVED that the Contra Costa County Board of Supervisors approves submitting an application for a grant form the Job Creation Investment Fund; and designates the Contra Costa Economic Partnership to coordinate a Job Creation Task Force in developing a local Job Creation Plan which will meet the intent of this Government Code Section. BE IT FURTHER RESOLVED by the Contra Costa County Board of Supervisors that the Director of the Social Service Department, as their designee, is hereby authorized and empowered to apply, approve, sign, and execute in the name of the County of Contra Costa any documents necessary to receive funding through the California Trade and Commerce Agency from the Job Creation Investment Fund. Documents include the application, grant and any future amendments to the grant which may occur with the California Trade and Commerce Agency to operate the job creation project. Further, Social Service Department will act as the fiscal agent for the dispersal of grant funds. BE IT FURTHER RESOLVED that this Resolution will remain in full force and effect until a Resolution of the Contra Costa County Board of Supervisors is adopted amending or rescinding this Resolution. OStc DATE: February 17, 1998 Cour ty SUBJECT: Application for a Job Creation Investment Fund Chant SPECIFIC REQUEST(11)OR RECOMMENDATION(S)S BACKGROUND AND JUSTIFICATION REMMMEND D ACTION: 1) Approve and Authorize the Director of the Social Service Department, in conjunction with the Contra Costa Economic Partnership as lead economic development agency, to apply for a Job Creation Investment Fund grant from the Trade and Commerce Agency as part of the CalWORKs Program. 2) Authorize the formation of a Job Creation Task Force that would develop a Job Creation Plan as well as oversee the implementation of that Plan. 3) Approve the attached Resolution for these actions. 4) Assign responsibility to the Social Service Director as Board designee to sign necessary Trade and Commerce Agency application. FINANCIAL IMPACT Contra Costa County is eligible to receive$80,492 from the first-year allocation of Job Creation Investment Funds. Trade and Commerce Agency anticipates future legislative action to maintain or increase these amounts. Of this allocation, 50% can be used for expenses related to planning; the other 50% is to be used for implementation of a Job Creation Plan. There is no County match required to receive these funds. ATTESTED March 3, 1998 PHIL BATCHELOR,CLERK OF THE BOARD OF SUPERVISORS AND COUNTY ADMINISTRATOR BYDEPUTY (A, , M382 (10/88) r r CalWORKs legislation, AB 1542, established the Job Creation Investment Fund and named the Trade and Commerce Agency as the lead State agency for the administration of the fund. Trade and Commerce is disbursing funds to the counties on a grant basis for either planning and development of job creation strategies or for the implementation of an existing County Job Creation plan. Contra Costa County does not have an existing Job Creation Plan and will, therefore, need for apply for a planning grant. As part of the grant process, the County Board of Supervisors is required to pass a Resolution stating their intent to apply for grant fiends, name a lead economic development agency, which will coordinate a Job Creation Task Force that will develop a Job Creation Plan; and finally, the Board must state their intent to carry out the Job Creation Plan which is developed. Adoption of a joint leadership concept between Social Service Department and the Economic Partnership will insure that Job Creation activities are funded by Trade and Commerce in Contra Costa County for the benefit of CalWORKs participants will have the specific needs of business in mind, be implemented in a manner that business will be most likely to support, complement other initiatives sponsored by the Economic Partnership, and leverage other economic development job creation activities in the County.
