concerning salary adjustments for the class of Senior
Public Service Officer }
The Contra Costa County Board of Supervisors Resolves that:
1. A Letter of Understanding between the County and Contra Costa County Employees
Association,Local No. 1 is hereby submitted which reflects agreement between the parties
concerning salary adjustments for the class of Senior Public Service Officer.
2. This Board having considered said Letter of Understanding,the same is approved.
3. This Resolution is effective November 1, 1997.

SUBJECT: Salary Adjustment - Senior Public Service Officer
Dear Mr. Schlant:
The purpose of this letter is to address the salary compaction that has arisen between the classes
of Senior Public Service Officer and Public Service Officer.
When the class of Senior Public Service Officer was created on March 1, 1995, it was agreed that
the salary of the Senior class would be set at 5% above(49 levels on the salary schedule) Public
Service Officer. However, due to Pay Equity adjustments given to the class of Public Service
Officer, the salary difference between the classes has been reduced to .7021% (7 levels).
This pay disparity did not come to light until two appointments were made to the Senior class on
November 9, 1997.
The following measures will be implemented to restore the 5%differential between Senior
Public Service Officer and Public Service Officer and to prevent future salary impaction:
1. Effective November 1, 1997, the class of Senior Public Service Officer(64TC) will
receive a 2.7354% (27 levels) pay adjustment. The new salary range will be C3 1702
($2746-$3028).
2. Effective January 1, 1998, Senior Public Service Officer will receive a 1.5106% (15
levels) salary increase. The new salary range will be C3 1717 ($2788-$3074).
3. From this date forward, each time the class of Public Service Officer receives a Pay
Equity salary adjustment, the class of Senior Public Service Officer will receive an
equivalent "spin off'salary adjustment. The Senior Public Service Officer class will
no longer receive these pay adjustments after the class of Public Service Officer
receives its final Pay Equity allocation.
It is our expectation that the above pay adjustments will be included in the Senior Public Service
Officer's April 10, 1998 paychecks.
