SUBJECT: APPROVAL OF GRANT APPLICATION FOR THE JUVENILE FACILITY VIOLENT OFFENDER
INCARCERATION PROGRAM
Specific Request(s) or Recommendation(s) & Background &Justification
RECOMMENDATIONS:
1. APPOINT George Roemer,Senior Deputy County Administrator,as the County Construction Administrator,
and AUTHORIZE the County Construction Administrator to execute a grant application of $1,000,000
(Federal funds) from the Juvenile Facility Violent Offender Incarceration Grant Program, to sign the
required assurance statement,to submit the grant application to the State Board of Corrections for funding,
and to accept funding award.
. TAKE the following actions as required by the grant application guidelines:
a. DESIGNATE Terry Mann, General Services Department Fiscal Officer, as the Financial Officer.
b. ASSURE that the County will adhere to State and Federal requirements and terms of the contract
in the expenditure of grant and matching funds.
C. ASSURE-that the County will appropriate within 30 days of the grant award, a minimum of 10
percent hard cash matching funds.
d. CERTIFY that the Board of Supervisors acknowledged the need for this project and agrees to fully
and safely staff and operate the facility subject to construction consistent with Title 15 California
Code of Regulations.
e. ASSURE that the County has a fee simple interest in the site of the project with rights of access
sufficient to assure undisturbed use and possession of the site, and will not dispose of, modify the
use of, or change the terms of the real property title, or lease the facility for operation by other
entities,without permission and instructi s from th f Justice Programs, U. S. Department

FISCAL IMPACT:
Receipt of the applied for$1,000,000 in Federal funds will require a local hard match of$111,111. These funds
will be identified within the Probation Department's FY 1997/1998 and/or 1998/1999 budgets and will be
appropriated for the required project purposes if the grant is approved by the State Board of Corrections.
REASONS FOR.[RFCOMMENDABO '/B MROUND:
The inadequacy of the County's Juvenile Hall has been well documented in recent years. The Board of
Supervisors has previously approved the continuum of care concept set forth in the Juvenile Hall Replacement
project(January 11, 1994). The availability of these Federal funds through the State Board of Corrections enables
this County to add 13 additional beds to the Tamalpals Unit at the hall. These would be secure beds for the most
serious offenders. (The net gain in beds would be 10 since 3 beds must be demolished in order to expand the
Tamalpais Unit.) Matching funds will be provided by way of appropriation in the current year or next year's budget
for the Probation Department. There will be a slight increase in the need for additional staffing because of
additional beds. This will be provided for in the Department's 1998/1999 budget. Additional staffing would be as
required by Title 15, California Code of Regulations. The project has been recommended for approval by the
County's Juvenile Systems Planning Advisory Committee (JSPAC).
