HomeMy WebLinkAboutRESOLUTIONS - 01011997 - 97-430 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on Arm„qt 2, i��7 , by the following vote: AYES: Supervisors Rogers, Uilkema, Gerber, Ganciamilla NOES: None ABSENT: Supervisor DeSaulnier ABSTAIN:Done SUBJECT: Regional Anti-Drug Program RESOLUTION OF THE GOVERNING BOARD 97/ 430 WHEREAS the Board of Supervisors, Contra Costa County,desires to undertake a certain project designated REGIONAL AN7 -DRUG PROGRAM,to be funded in part from funds made available through the Anti-Drug Abuse Act of 1988 for the Anti-Drug Abuse Program administered by the Office of Criminal Justice Planning (hereinafter referred to as OCJP), NOW, THEREFORE, BE IT RESOLVED that the District Attorney of the County of Contra Costa is authorized, on its behalf, to submit the proposal to OCJP and is authorized to execute on behalf of the Board of Supervisors the Grant Award Agreement, Including any extensions or amendments thereof. IT IS AGREED that any liability arising out of the performance of this Grant Award Agreement, Including civil court actions or damages, shall be the responsibility of the grant recipient and the authorizing agency. The State of California and OCJP disclaim responsibility for any such liability. FINANCIAL=ACT NONE. In the prior three year finding cycle,the State permitted separate submission of grant applications by the three departments that comprise the components of the Regional Anti-Drug Program (District Attorney, Sheriff-Coroner,and County Probation). For 1997/98,the State is requiring that a single application and be submitted under the authority of one department. Therefore,the District is submitting a unified application for all three participating agencies. The 1997/98 amounts for each agency are,as follows: District Attorney-- $212,861, Sheriff Coroner--$ 177,194, and County Probation--$ 180,618. The funds will be used by the District Attorney to fund two experienced attorneys and a part time clerk;by the Sheriff's Office to fund one toxicologist,one toxicologist aide, and one clerk;and by Probation to find two probation officers,one probation aide, and 25%FTE of a supervising probation officer. Expenditures and revenue are built into the 1997/98 budgets of the respective agencies to implement the grant award. Supplantation is prohibited. M. REASONS FOR RECOM3UMATIONIBACKGROLM The Regional Anti-Drug Program is reorienting its strategy for the current funding cycle,consistent with State guidelines. All three components willbe co ntrating on an prioritized and integrated drug enforcement effort coordinated through the Sta Narcotic Enforcement Teams operating in the County.
