WHEREAS County Service Area EM-1 has been established to provide enhanced emergency medical services as miscellaneous extended services pursuant to the County Service Area Lave (Government Cade Sections 25210.1 and following), WHEREAS the Board, on July 15, 1997, held a public hearing and thereafter adopted a resolution confirming the Tentative Report for CSA EM-1 , Fiscal Year 1997-98 and declaring its intent to levy and collect assessments set forth therein; and WHEREAS the Tentative Report has been revised to conform to the official 1997-98 assessment roil and filed as the Final Report for CSA EM-1 , Fiscal Year 1997-98 pursuant to Ordinance Code Section 1012-2.812; BE IT THEREFORE RESOLVED that the Board of Supervisors hereby confirms the Final Report for CSA EM-1 , Fiscal Year 1997-98, and hereby levies the assessments identified therein for fiscal year 1997-98. Walker, Health Services Director Contra Cosh DATE: August 5, 19197 County, SUBJECT: CSA EM-1 Final Report SPEC*1C REQUESTI[S)OR RECOMMENDATION(S)S BACKGROUND AND JUSTIFICATION RECOMMENDATION: Adopt resolution confirming Final Report for CSA EM-I (Emergency Medical Services) and setting assessments to be collected with the FY 1997-98 property taxes. FISCAL IMPACT: No General Fund impact. Proposed FY 1997-98 assessments for CSA EM-1 total $4,338,204.14. BACKGROUND: On July 15, 1997, your Board held a public hearing on the Tentative Report for CSA EM-1 and adopted a confirming resolution declaring the Board's intent to levy assessments set forth in that report. Pursuant to Ordinance Code Section 1012-2.612, the attached Final Report for CSA EM-I updates the Tentative Report based solely upon changes in ownership, changes of address, subdivision of existing parcels, and changes in the class of use of parcels. Revenues from the CSA EM-1 assessments are used to provide an enhanced countywide emergency medical service system as approved by the voters with the passage of Measure H in November 1988. Enhanced EMS services include (1) additional on-duty ambulance units to respond to assure paramedic response when appropriate to all emergency calls; (2) training and equipping firefighters countywide with automatic defibrillators; (3) improvements in the communications systems used for providing base hospital medical direction to paramedics in the field and for dispatching ambulances; and (4) providing caches of medical supplies stored at fire stations for use in multicasualty incidents or disasters. The basic assessment rate proposed for Zone B, comprising all the area of Contra Costa County except for San Ramon Valley, is $10.00 per single family residence or benefit unit. The rate proposed for Zone A (San Ramon Valley), which does not include paramedic ambulance subsidy, is $3.94. These rates are unchanged from the prior year. Art Lathrop, Emeen y Medical Services Director CONTRA COSTA COUNTY HEALTH SERVICES DEPARTMENT Emergency Medical Services Agency July 29, 1997 County Service Area EM-1 (Zones A and B) Final Report Fiscal Year 1997-9$ County Service Area EM-1 has been established to provide enhanced emergency medical services as a miscellaneous extended service within two designated zones: Zone A: Those parcels located within the territories of any one of the following: the Town of Danville, the City of San Ramon, or the San Ramon Valley Fire Protection District. Zone B: Those parcels located within Contra Costa County, but not within Zone A, above. ASSESSMENTS will be levied on each parcel based upon a formula using the following factors: BENEFIT UNIT: A number of BENEFIT UNITS has been assigned to each parcel based upon the Assessor's Use Code classification. For example, a single family residence (Use Code 11) is assigned one BENEFIT UNIT. Parcels with other Use Code classifications are assigned a number of BENEFIT UNITS based upon the relative benefit from the miscellaneous extended services provided under CSA EM-1. Exhibit A is a Table of BENEFIT UNITS showing the number of BENEFIT UNITS assigned parcels for each Use Code classification. RATE: The RATE is the dollar amount of the ASSESSMENT levied per BENEFIT UNIT. Separate RATES have been established for each zone based upon the miscellaneous extended services to be provided within that zone. The formula for calculating the ASSESSMENT on each parcel is as follows: ASSESSMENT BENEFIT UNITS x RATE Zone A The RATE which has been established for Zone A is: $3 .94 per BENEFIT UNIT Exhibit B is the "Zone A - Table of Assessments, " showing the ASSESSMENT established for each parcel according to its USE CODE. A description of each parcel and the USE CODE number assigned thereto is contained in Exhibit C. The total ASSESSMENTS for Zone A are $173,211. 14 based upon 37, 392 ASSESSED PARCELS. Zone B The RATE which has been established for Zone B is: $10.00 per BENEFIT UNIT Exhibit D is the "Zone B - Table of Assessments, " showing the ASSESSMENT established for each parcel according to its USE CODE. A description of each parcel and the USE CODE number of assigned thereto is contained in Exhibit E.
