HomeMy WebLinkAboutRESOLUTIONS - 01011997 - 1997-311 CONTRA COSTA COUNTY BOARD OF SUPERVISORS Adopted this Resolution on Ixp 17 , 1997, by the following vote: AYES: Supervisors Rogers, Uilkema, Gerber, Canciamilla, DeSaulnier NOES: None ABSENT:None RESOLUTION NO. 97/311 Proiect No. RESOLUTION AUTHORIZING THE SUBMITTAL OF AN APPLICATION TO THE BAY AREA AIR QUALITY MANAGEMENT DISTRICT FOR FUNDS PURSUANT TO THE HEALTH AND SAFETY CODE SECTIONS 44225 AND 44241 FOR PACHECO BOULEVARD BIKEWAY AND MUIR ROAD BIKEWAY. WHEREAS, Contra Costa County is a supporter of clean air and wishes to take action to enhance air quality within the San Francisco Bay Area; and WHEREAS,the City of Martinez intends to submit a funding application to the Bay Area Air Quality Management District for funds to install bikeway signing and striping for the sections of Pacheco Boulevard and Muir Road within the city's jurisdiction; and WHEREAS, Contra Costa County recognizes the practicality of coordinating with the City of Martinez to install bike lane signing and striping improvements on the sections of Pacheco Boulevard and Muir Road that fall within the County's jurisdiction to provide a seamless bikeway network between key activity centers along these roadways. NOW,THEREFORE,BE IT RESOLVED: I. That Contra Costa County supports the funding application submitted by the City of Martinez to the Bay Area Air Quality Management District for funds to install bikeway signing and striping on Pacheco Boulevard and Muir Road within the jurisdictions of the City of Martinez and Contra Costa County pursuant to Health and Safety Code Sections 44225 and 44241. 2. That the City of Martinez is authorized to submit such applications on behalf of Contra Costa County. 3. That the Public Works Director is authorized to execute a funding agreement with the Bay Area Air Quality Management District and the City of Martinez for the purpose of the above mentioned projects if said applications are approved for funding by the Bay Area Air Quality Management District Board of Directors. BRAGDON DIRECTOR OF COMMUNITY DEVELOPMENT County DATE: June 17, 1997 SUBJECT: Resolution Authorizing Application for BAAQMD Grant Funds SPECIFIC REQUEST(S) OR RECOMMENDATION S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Adopt a resolution authorizing the City of Martinez to apply for a grant in the amount of $58, 000 on behalf of the County from the Transportation Fund for Clean Air (TFCA) to install bikeways on Pacheco Boulevard and Muir Road. FISCAL IMPACT No impact to County funds. If TFCA funds are awarded to the City of Martinez by the Bay Area Air Quality Management District, this would have a positive impact because a portion of those funds would be expended on installing bikeways on the sections of Pacheco Boulevard and Muir Road within the County's jurisdiction. BACKGROUNDIR ASONS FOR RECOMMENDATIONS The Bay Area Air Quality Management District administers the Transportation Fund for Clean Air, which is derived from a $4 . 00 surcharge on motor vehicle registration fees in the Bay Area. Funds are allocated to projects which would have a positive effect on air quality, including bikeway programs. In 1995 the Countywide Bicycle Action Plan was prepared, which recommended that a countywide network of bikeways be established. In 1996, the County received Petroleum Violation Escrow Account funds to hire a Countywide Bicycle Facilities Coordinator, to develop the countywide bikeway network, in conjunction with local municipalities. The Transportation Committee is scheduled to review this recommendation at their June 16 meeting. if the Committee has concerns on this recommendation. The Committee members will raise them at your June 17 meeting.
