DATE: June 17, 1997
SUBJECT: Resolution Authorizing Application for BAAQMD Grant Funds
SPECIFIC REQUEST(S) OR RECOMMENDATION S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Adopt a resolution authorizing the City of Martinez to apply for a
grant in the amount of $58, 000 on behalf of the County from the

FISCAL IMPACT

Martinez by the Bay Area Air Quality Management District, this
would have a positive impact because a portion of those funds would
be expended on installing bikeways on the sections of Pacheco
Boulevard and Muir Road within the County's jurisdiction.
BACKGROUNDIR ASONS FOR RECOMMENDATIONS

Transportation Fund for Clean Air, which is derived from a $4 . 00
surcharge on motor vehicle registration fees in the Bay Area. Funds
are allocated to projects which would have a positive effect on air
quality, including bikeway programs. In 1995 the Countywide Bicycle
Action Plan was prepared, which recommended that a countywide
network of bikeways be established. In 1996, the County received
Petroleum Violation Escrow Account funds to hire a Countywide
Bicycle Facilities Coordinator, to develop the countywide bikeway
