The Board of Supervisors of Contra Costa County RESOLVES THAT:
There is filed with the Board and its Clerk a copy of Resolution No. 36-1997 adopted by the Contra Costa
County Planning Commission which discusses a General Plan Amendment to the Standard for Sheriff
Facilities contained in the Growth Management Element and Public Facilities/Services Element(County File
#GP-97-0013).
On Tuesday,December 9, 1997,the Board held a public hearing on said General Plan Amendment discussed
by County Planning Commission (Resolution No. 36-1997). Notice of said hearing was duly given in the
matter required by law.The Board accepted a staff report which outlined two options for amending the Sheriff
facility standard contained in the General Plan: Option#1: County Planning Commission Recommendation,
11/18/97 (Resolution No. 36-1997), and Option #2: Board of Supervisors' Finance Committee
Recommendation,4/1/97. The Board then called for testimony on this hearing matter.A representative from
the Sheriff's Office testified in favor of Option 41 to amend the General Plan Sheriff facility standard as
recommended by the County Planning Commission (Resolution No. 36-1997). In response to the public
testimony, Supervisor Joseph Canciamilla explained the reasons for the Finance Committee's April 1, 1997
recommendation to the Board of Supervisors to modify the Sheriff facility standard to include support
facilities within the definition of Sheriff patrol and investigation functions (Option#2).
The Board closed the public hearing and APPROVED Option#2: Board of Supervisors' Finance Committee
Recommendation 4/1/97, as the General Plan Amendment to the Standard for Sheriff Facilities contained
in the Growth Management Element and Public Facilities/Services Element, and directed staff to include this
amendment into one of the consolidated General Plan Amendments as allowed by State Planning Law.
PASSED by the following vote of the Board of Supervisors on the 9th day of December 1997.

RESOLUTION NO. 36-1997
RESOLUTION OF THE CONTRA COSTA COUNTY PLANNING COMMISSION OF THE STATE OF
CALIFORNIA, RECOMMENDING APPROVAL OF A GENERAL PLAN AMENDMENT TO THE
STANDARD FOR SHERIFF FACILITIES CONTAINED IN THE GROWTH MANAGEMENT ELEMENT
AND PUBLIC FACILITIES/SERVICES ELEMENT (#GP97-0013)
WHEREAS, the Board of Supervisors authorized preparation of an application for a General Plan
Amendment to modify or re-define the Sheriff Facility Standard, contained in the General Plan's Growth
Management and Public Facilities/Services elements, to include support facilities, such as dispatch, within the
definition of the Sheriff's patrol and investigation functions; and
WHEREAS, this project is Categorically Exempt under the General Rule of Applicability, Section
15061(b)(3), California Environmental Quality Act; and
WHEREAS, staff prepared a report recommending changes in the General Plan for the Growth
Management Element and Public Facilities/Services Element and circulated it to interested agencies; and
WHEREAS, after notice was lawfully given, a public hearing was scheduled before the County
Planning Commission on Tuesday, November 18,1997, at which all persons interested might appear and be
heard; and
WHEREAS, Kathryn J. Holmes, Commander, Support Service Bureau, Contra Costa County Sheriff
Department testified on the issue and the public hearing was closed; and
NOW THEREFORE BE IT RESOLVED that the Contra Costa County Planning Commission
recommends to the Board of Supervisors APPROVAL of a General Plan Amendment changing the Sheriff
Facility Standard contained in the Growth Management Element and Public Facilities/Services Element, as
follows;
1) Modify the Sheriff Facility Standard to include support services, such as dispatch, within the
definition of the Sheriff Department's patrol and investigation functions;
2) Increase the amount of station area per 1,000 population in the Sheriff Facility Standard from
155 square feet of station area per 1.000 population to 349 square feet station area per 1.000
population;
BE IT FURTHER RESOLVED that all written and graphic material developed for and pertaining to
these proceedings are made part of the record; and
BE IT FURTHER RESOLVED that the Secretary of the Contra Costa County Planning Commission
shall sign and attest the certified copy of this resolution and deliver the same to the Board of Supervisors, all
in accordance with the provisions of State Planning Law.
The instruction by the Contra Costa County Planning Commission to prepare this resolution was given
by motion of the Contra Costa County Planning Commission on Tuesday, November 18, 1997, by the following
vote:
AYES: Commissioners - Clark, Terrell, Pavlinec, Wong, Guncheon, Hanecak
NOES: None
ABSENT: Gaddis

The computation of a Sheriff facility standard in this General Plan includes only patrol and
investigation services, adjusted for a marginal increase in centralized administrative services.
As of January, 1991, the County provides approximately 155 square feet of floor area per
