Dr. Phyllis L. Peterson )
Upon Her Retirement ) RESOLUTION NO. 96/78
WHEREAS, Dr. Phyllis L. Peterson is retiring from her position as
President of Diablo Valley College after 37 years in education,
years marked by dedication, professionalism and leadership; and
WHEREAS, a graduate of Stanford University, Peterson earned her
doctorate from Brigham Young University, then helped establish
Cuyamaca College in San Diego County where she served as vice-
president of instruction and student services, before becoming
president; and
WHEREAS, in 1984 Dr. Peterson was named President of Diablo Valley
College which was, like most California community colleges,
struggling with first-time student fees and severe enrollment
declines; and
WHEREAS, under her guidance, DVC flourished, growing to a peak
enrollment of more than 23,000 students in the fall of 1992, and,
with Dr. Peterson's educational insight and administrative acumen,
DVC implemented the shared-governance reform process, promoting a
sense of cooperation and consensus-decision making while preparing
the college for major shifts in student diversity and demographics,
and, during her tenure as president, helped develop the DVC
satellite Center for Higher Education in San Ramon; and
WHEREAS, Dr. Phyllis Peterson, a popular and dynamic leader, has
received many professional honors and commendations, including
recognition as outstanding community college president by the
University of Texas Community College Leadership Program, recipient
of the Harry Buttimer Distinguished Administrator Award, and
election to head the Chief Executive Officers of the California
Community Colleges; and has demonstrated her devotion to the
community through membership in Rotary International, Concord Club,
the Contra Costa Council and the Century Club;
NOW, THEREFORE, BE IT BY THE BOARD OF SUPERVISORS OF CONTRA COSTA
COUNTY, CALIFORNIA RESOLVED that Dr. Phyllis L. Peterson is
COMMENDED upon her retirement for her exemplary record of service
in the field of education to the citizens of this County.
PASSED by unanimous vote of the Board members present on this 27th
day of February, 1996 .

the LocarAgency formation Commission serving as chairman for one year. 9fe has chaired the East
Bay Division of the League of CaCifornia Cities and the Contra Costa County Mayors Conference. Me
served as the 911ayors'Conference representative to the Bay Area Air Quality Management District,
served on the County Solid Waste Commission, the Tri-Delta Transit Board, the Delta Diablo
Sanitation District Boardandthe7fighway 4 TaskForce;
IVJ&TaAS, in addition to Verne's involvement in rocalgovernment, both have been active
other community activities. Me started the Antioch-Chicfii6u Sister City (Program in 1977 and
continues to serve on the board. Me is a board member of the Antioch Jfistorical Society, a 50 year
member of the Antioch-BrentwoodLodge #175 Free andAcceptedMasons. Me startedandservedas
Scout Master of Cud Scout Troop #92 and is Scout Master for Boy Scout Troop #151. Verne is a
charter member of the Antioch c&T, Brentwood VFW(Post 6435 and was chapter Dad andAthretic
Advisor ofAntioch Demolay.
'WJMT,EAS, Emogene is(Past('resident of the Antioch Parents-Teachers Association, served
as Cjir£Scout leader for ten years, is a member of the Antioch 'Women's Club and the Atvu&ry of

SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATION
The Women Managers of Contra Costa County ask you to recognize March as Women's History Month in
our County.
BACKGROUND
Since 1910, March 8th has been observed as International Women's Day by people around the world. That
is why March was chosen to be National Women's History Month in the United States.
Traditionally, the teaching of history focused on the military, political and economic events and leaders.
However, this traditional approach has not always addressed the question of "What were the women doing"?
The Women's History Programs set out to answer this question and fill in some important gaps. In addition
to the activities of leaders in the public sphere, women's history also looks at the private sphere and at the
experience and contributions of women for all walks of life. It identifies women who have made a
contribution, who have emerged as community leaders to address unmet needs, to work for the common good
and social justice.
The theme for the 1996 celebration of Women's History Month is "See History in a New Way" which
represents our vision from the beginning. This vision defines women's lives and accomplishments as an
essential part of our national history. And history looks very different when the contributions of women are
included. As the contributions, accomplishments and perspectives of women are added to our shared legacy
as Americans, we increase our own understanding of the world we're living in today, and expand our
possibilities for the future.

WHEREAS, American women of every race, class, and ethnic background have
made historic contributions to the growth and strength of our Nation in countless recorded
and unrecorded ways; and
WHEREAS, American women have played and continue to play a critical economic,
cultural, and social role in every sphere of the life of the Nation by constituting a
significant portion of the labor force working inside and outside of the home; and
WHEREAS, American women have played a unique role throughout the history of
the Nation by providing the majority of the volunteer labor force of the Nation; and
WHEREAS, American women have been leaders, not only in securing their own
rights of suffrage and equal opportunity, but also in the abolitionist movement, the
emancipation movement, the industrial labor movement, the civil rights movement, and
other movements, especially the peace movement, which create a more fair and just society
for all;
NOW, THEREFORE, we the Board of Supervisors of Contra Costa County declare
March 1 through March 31, 1996 to be "Women's History Month" in Contra Costa
County.
