In the Matter of Compensation
for Child Development
Represented and Management
Employees in the Community
Services Department
Commencing July 1, 1996
WHEREAS the Board of Supervisors on .June 18, 1996, approved
and authorized the Community Services Director to execute Contract
#GCTR-6032 with the State Department of Education to continue to
provide general child care to program eligible children, and
WHEREAS said contract provides a cost of living increase of three
point two one percent (3.21%) to eligible Child Development
employees effective July 1, 1996,
NOW THEREFORE, the Contra Costa County Board of Supervisors in
its capacity as Governing Board of the County of Contra Costa, and
all districts of which it is the ex-officio Governing Board,
RESOLVES THAT:
A) Effective July 1, 1996, represented classifications in the
Child Development Bargaining Unit (CF05-0) will be adjusted upward
on the County salary schedule by 32 levels (3 .21%) .
B) Effective July 1, 1996, Child Development management and
represented classifications as listed below will be adjusted upward
on the County salary schedule by 32 levels (3 .21%) :

C) Effective July 1, 1996, Child Nutrition management and
represented classifications as listed below will be adjusted upward
on the County salary schedule by 32 levels (3 . 21%) :

D) Effective July 1, 1996, the following job classes, which
are partially funded by the Child Development Division, will be
adjusted upward on the County Salary Schedule as follows:

E) Lump Sum Payment. All persons who occupy a permanent
position in any of the above listed represented and management
classifications or who are authorized as limited term employees on
July 1, 1996, shall be retroactively compensated back to July 1,
1996. In lieu of a retroactive pay requiring special payroll
recomputation processing back to July 1, 1996, the County will make
a lump sum payment to each employee for the period from July 1,
1996, through December 31, 1996, computed as follows: Employee
regular pay, overtime pay, and specific other earnings ordinarily
computed as a percentage of base pay will be added together for
each applicable pay period to determine the Retro Pay Base (RPB) .
This base will be multiplied by the designated percent: (%) . The
payment amount thus computed will be added to the employee's
January 10, 1997, paycheck where it will be listed separately as a
LUMP SUM PAYMENT and will be subject to normal tax withholding and
retirement deduction requirements.
Any employee believing there is an underpayment resulting from
this methodology exceeding $30.00 may contact the Human Resources
Department and the Auditor's Office will investigate and issue the
additional pay, if owed, as soon as possible.
All provisions regarding lump sum payment in lieu of retroac-
tive pay shall be applicable to any and all employees who retired
during the period July 1, 1996, through December 31, 1996.
