HomeMy WebLinkAboutRESOLUTIONS - 11071995 - 95-546 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on November 7, 1995 , by the following vote: AYES: Supervisors Rogers., &-ai> i, -:DoSaul tier, _Torlaksbn aid Bishop NOES: None ABSENT: None ABSTAIN: Nano Resolution 95/ 546 The Contra Costa County Board of Supervisors in all of its capacities as the governing body of this County and of the Districts and Agencies of which it is the governing body, further resolves that: 1. The Board has considered the financial impact of reductions in funding with the elimination of the County operated substance abuse program and has considered the staff retention plans submitted by the Health Services Department. 2. In order to keep expenditures within available funding, it is necessary to make departmental reorganizations, abolish the positions listed below effective close of business November 30, 1995, because the necessity for the position(s) involved no longer exists, and to lay off employees accordingly. Substance Abuse Counselor 54-2037 Substance Abuse Counselor 54-2231 Substance Abuse Counselor 54-2371 Clerk-Senior Level 54-2216 3. The Director of Human Resources shall prepare lists showing the order of lay off of affected employees. 4. The Health Services Department shall issue layoff or displacement notices, as the case may".- be, ay be, and give notice to the affected employees of the Board's action. 5. The Labor Relations Manager shall give notice of this Resolution to all recognized employee organizations. - 6. To the extent that the subjects of this Resolution are within the scope of representation under the Meyers-Milias-Brown Act(Government Code 53500 et seq.), this Board offers to meet with any recognized employee organization upon request concerning this Resolution. 7. Recognized employee organizations may submit to the Employee Relations Officer written requests to meet and confer on specific proposals with respect to the Resolution or any resulting layoffs. This authorization and direction is given without prejudice to the Board's right. to reduce or terminate the operations and services of the County and of Districts governed by this Board and to eliminate classes of employees or positions as involving the merits, necessity, or organization or services or activities of the County of districts governed by the Board and not within the scope of representation. 8. This action is taken without prejudice to pending consulting, meeting, and meeting and conferring with employee organizations. Adopted the Resolution on November 7, 1991y unanimous vote.
