Freitas has served the citizens of the City of Antioch, the town of Oakley,parts of the cities of Titts6urg and Brentwood;on the Boardof Directors of the Contra Costa Water District,sewing as arsident of the CCPD Board of Directors from 1987 to 1989;and 4N.1MME U,(Director Freitas wiff be honoredat anAppreciation Dinner on Friday,November 17,1995. ftYMtW, Director Freitas recognized the needfor the Contra Costa'Water(District to become a leader in statewide water issues. ?fe showed unwavering leadership in the stand against the(Peripheral Canal when that measure was brought down to defeat in dune 1982 by more than 95 percent of the Contra Costa County voters; 4NMT<W, Director Freitas has continued his support for the integrity of the Delta by opposing any projects which could potential y degrade the water quality of the San Francisco Bay andoeltas fragile ecosystem; WIMUM, Director Freitas was one of the 6oardmem6ers who supportedthe creation of the Water&sources(Department within the District in 1987 whose mission is to provide supporta6le datafor preserving the San Francisco Bay and the Sacramento San Joaquin Delta system as welfas to provide supporta6le data to confirm the wisdom of pmceeing with the Los Vaqueros 2Pmject;and %VJ&ff,S, (Director Freitas has been de tcatedto prang the highest quality water for his constituents while balancing that quest with a dedication to the preservation of rivers and wiUrfe;and %VI&T< S,during his sixteen years of service with the Contra Costa Water District, the Los vaqueros Project became a reafrty in part because of(Director Freitas's dedication to ensuring the project stayed on track and its purpose k#pt in the public eye. 7fe provided leadership on the CCWD Board of(Directors in making the decision to tali 'Weasure �W,A the ballot measure which provided the pu6lc approval necessary to begin construction of the Los vaqueros Project,to the voters in 1988;and 10MMU, Director Freitas provided leadership in the area of pu66c information to ensure that the District was both communicating with its customers about majorprojects andpoluy issues as weffas ensuring that the District was ping a conduit forfeedbackfrom the community to the Boardo Directors, 49AMM ,, Director Freitas provided leadership in working out an agreement for CCPD to serve water to the customers of the East Contra Costa Irrigation District who reside in that area in 1990 and 1991;and ' JMT<MS,(Director Freitas was instrumental in smoothing the way for an agreement with the Oak(ey'Water District(now the Dia 6lo'Water(District)to construct the 4?gndalC-Bold'Water Treatment(Plant which was dedicated to pu64c service in 1992;and U-9&4MAS, during Director Freitas s tenure, he consistently attended both committee and board meetings prepared to =4 intelligent and though decision sin the public interest;and 'WJ1rE4 7S,the Contra Costa Water District andalfits 400,000 customers have 6enefitedfrom the leadership ofmonalde Freitas.
