IN THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA SUBJECT: Resolution Supporting An Application for Measure C - 1988 Carpool, Vangool. Park and (Ride Lot Fonds RESOLUTION NO. 931558 The Board of Supervisors of Contra Costa County,RESOLVES:THAT: WHEREAS, increasing traffic congestion and deteriorating air quality have resulted in growing support for the use of commute alternatives,including ridesharing,transit use and home telecommuting; and WHEREAS, beginning on July 1, 1994, large employers;in Contra Costa County will be required by the Bay Area Air Quality Management District to develop trip reduction programs for their employees; and WHEREAS,transportation demand management programs by local governments are also required by the state-mandated Congestion Management Program and Measure C - 1988; and WHEREAS, the County of Contra Costa is one of the largest employers in the county; and WHEREAS, the County of Contra Costa has adopted a number of programs to promote commute alternatives among County employees, including a County vehicle carpool/vanpool program and a'home, telecommuting pilot program; and WHEREAS, the Measure C - 1988, the Contra Costa Transportation Improvement and Growth- Management Program, provides annual grants for promoting ;,use of carpools, vanpools and park and ride lots as commute-'.alternatives; and WHEREAS, the Community Development Department has submitted an application for a grant in the amount of $124,775 to provide four additional' vans to the County for vanpooling and for equipment to support the home telecommuting pilot program. NOW THEREFORE BE IT RESOLVED, that the Board of Supervisors of Contra Costa County'` hereby indicates its support of this application; and BE ::IT FURTHER RESOLVED, that copies of this resolution be forwarded to the Contra Costa Transportation Authority. If Measure C funds are awarded to the County by the Contra Costa Transportation Authority,` this action would have a positive impact. BACKGROUND/REASONS FOR RECOMMENDATIONS Measure C - 1988, the Contra Costa Transportation Improvement and Growth Management Program, provides annual grants for promoting, use of carpools, vanpools and park and ride lots as commute alternatives. This year, $390,000 is available for allocation. The Community Development Department has submitted an application for $124,775 to support the County Employee TDM Program... These funds would be used to acquire four vans for vanpool.ing and laptop' computers, printers and modems to support the home telecommuting program. The Board previously adopted a ''policy allowing employees to use County 'vehicles for carpooling if participants paid all County costs. Currently, all three available vans are in use and awaiting list has been prepared for two additional vans..... Staff believes that a third and fourth van could also be filled. : In addition, 8 to 10 County cars are used for carpooling at any given time.
