Kelley, Caltrans District 4 Director, Upon the` } Occasion of His Retirement } j Resolution No. 931487 WHEREAS, Preston W. Kelley began his career with Caltrans In 1958 having received his B.S. Degree in Civil Engineering From the University of Illinois that year; and WHEREAS, Preston worked in Los Angeles for 25 years and earned his Postgraduate Transportation Certificate at California State University in Los Angeles in 1975; and WHEREAS, his career with Caltrans included the positions of Director of the District Office in Stockton, Chief of the Office of the Office Engineer in Sacramento, and Chief in charge of the Statewide Maintenance Program ; and WHEREAS, in 1990, he was appointed District Director- District 4 where his duties included overseeing all phases of planning, design, construction, maintenance and operation of state-owned transportation facilities in the nine Bay Area counties; and WHEREAS, through several vital highway projects in Contra Costa County, county staffand'citizens alike came to know Preston and appreciate his management skills, engineering knowledge and general acumen; NOW, THEREFORE BE IT RESOLVED, that the Board of Supervisors of Contra Costa County'commends Preston W. Kelley for his outstanding career with Caltrans and for the positive impact his leadership has had upon the county's transportation needs', and BE IT FURTHER RESOLVED that the Board of Supervisors of Contra Costa County wishes him much happiness and good health during his retirement years.
