HomeMy WebLinkAboutRESOLUTIONS - 01011993 - 1993-326 F 57 BOARD OF SUPERVISORS OF iboiI FtA COSTA COUNTY IN THE MATTER OF RESOLUTION NO. 93/326 Subregional Planning For the East County Corridor WHEREAS,;,the regional transportation meds of Eastern Contra Costa County are not met 'by existing regional facilities;and WHERE=AS,thereare no adopted State plans to provide an additional transportation corridor to supplement the.existing facilities;'and WHEREAS,'Contra Costa County has entered into a cooperative effort with other local agencies to study the East County Corridor; and WEIMWIAS,'Contra Costa County has entered into a Joint Powers Agency with the Cities of Antioch and Brentwood to plan for and construct a Highway 4 bypass'facility which is a subcorridor of the East County Corridor; and WHEREAS,the State of California has enacted legislation authorizing private parties to develop toll road demonstration projects to provide essential highway capacity; and WHEREAS there are no foreseeable funding sources other than local fees to finance construction of the Highway 4 bypass project or an East County Corridor project;and WHEREAS,the Highway 4 Bypass JPA and its members individually requested the State of California to consider the East County Corridor as a candidate for a toll road demonstration project, and requested the private consortia applying for license qualifications for such a project to consider the East County Corridor, and WHEREAS,the State of California has granted a license to the California Toll Road Com- pany to design and construct the Mid State fiollway originally contemplated to connect 5unol'to Vacaville, but now modified to connect Sunol to Antioch through the East County Corridor; and- WHEREAS MTC and ABAG established the MTC/ABAG Eastern Corridor Policy Com- mittee to study the proposed Mid State'Tollway, and WHEREAS on February 24, 1993,based upon the recommendation of the MTC/ABAG Committee,the MTC Board adopted a set of rigid conditions to be met by affected communities and the project developers before the Mid-State Tollway could be considered for inclusion in the Regional Trans- portation Plan,and WHEREAS,the MTC conditions are designed to coordinate more effectively land use planning and transportation planning on a subregional basis; and WHEREAS,the County General Plan adopted by initiative in 1990 included a restriction on urban development to 35% of the County area,established urban limit lines to further define growth patterns and set aside a 12,0014 acre Agricultural Core area to which the planning of a transportation' corridor would be subject;and WHEPLEAS,the County is bound by an initiative which established:a one-half cent sales tax in Contra'Costa for transportation and by its own General'Plan growth management standards which require adequate transportation capacity, and WHEREAS,the implementation of an East County Corridor transportation facility is critical to growth management in East Contra Costa County; and WHEREAS,a practical,workable f ngnrirg* e.rhanism for the new facility must be found and WHEREAS,a public-private partnership involving the State,local governments and private industry represents an efficient method of constructing a new highway; and WHEREAS,the tollroad concept combines growth management,public/private partner- ship, and user fees into one alternative financing method;and W IEREAS,the ABAG Executive Board,without'notification to the City of Antioch, the City of Brentwood,or Contra Costa County and without adequate information on the project or Gond- tions in East Contra Costa County,adopted a resolution of opposition to the Mid State Toliway and a subsequent resolution requesting a reconsideration by MTC of its approval of the MTC/ABAG''Commit- tee recommendations;` NOW,THEREFORE,BE IS RESOLVED THAT THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY,CALIFORNIA,does'hereby request the ABAG Executive Board to rescind its resolutions concerning the toll road project. BE IT FURTHER RESOLVED THAT THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY,CALIFORNIA,does hereby request the ABAG Executive Board to;adopt,a policy of not taking action on plans or projects of ABAG members without the courtesy of a full hearing on the issue. BE IT FURTHER RESOLVED THAT THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY,CALIFORNIA hereby finds the recommendations of the MTC/ABAG Eastern Corridor Policy Committee and the adoption with modifications of these recommendations by the MTC Board to reflect a responsible, effective approach to the solution of this transportation issue. BE IT FURTHER RESOLVED THAT THE BOARD OF SUPER'V'ISORS OF CONTRA COSTA COUNTY,CALIFORNIA,recommends that this Board join with the City of Antioch and the City of Brentwood to work together with the Highway 84 Corridor Subcommittee of the Tri-Valley Trans- portation Council to reach agreement on the type of transportation facility to be constructed in the Anti- och/Sunol corridor. PASSED by the majority vote of the Board Members present on this 8th day of June, 1993 Supervisor Bishop voted no.
