HomeMy WebLinkAboutRESOLUTIONS - 01011993 - 1993-224 E X H I B I T A THE ;BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adapted this Order on May 11, 1993 , by the following vote: AYES: Supervisors Powers, Smith, Bishop, McPeak, Torlaksan NOES: None, ABSENT: None ABSTAIN: None Resolution No. 93/224 SUBJECT: Application under the Regional Measure I 3% Reserve Bridge Toll Program The Beard of Supervisors of 'Contra Costa County RESOLVE: WHEREAS, with a toll increase authorized by .Regional Measure I approved by the voters on November 8, 1989 (hereinafter Regional Measure I) , 3% 'of the revenue for the toll increase collected on all the state-owned bridges'. in -,the region has been reserved for allocation by the Metropolitan Transportation` Commission for certain projects which `are designed to reduce vehicular traffic congestion on these bridges; and, WHEREAS, the Metropolitan Transportation Commission (MTC) has established a programming and allocation policy to guide its review of applications for the allocation of these bridge toll revenues; and, these guidelines permit public entities to submit applications for eligible projects. WHEREAS, the Metropolitan Transportation Commission may allocate funds to-public 'entties for transportation projects which are designed to reduce vehicular traffic on any state-owned bridge in the region, including the planning of ' these transportation projects; and, WHEREAS, the County of Contra Costa has joined with Alameda and Solano counties 'through a Joint Exercise of Powers Agreement to form the Greater East Bay ;Rail Opportunities Coalition for the purpose of advancing a staged rail development program`for the East Bay, which when implemented will reduce vehicular tra€f'ic on state- owned bridges; and, WHEREAS, no source of funds is dedicated for the; staffing of the Greater East Bay Rail opportunities Coalition; and, WHEREAS, Petroleum Violation Escrow Account (PVEA), grant funds to Contra Costa County currently used for planning studies for the three county effort' cannot be used 'to support administration of Greater East Bay Rail Oppourtunities Coalition; and, WHEREAS, funding for staff services provided by Contra Costa County to the Greater Bay Rail Opportunities Coalition fall within the definition of eligible projects under the 3% Reserve Bridge Toll Revenues' guidelines established by the Metropolitan Transportation Commission; RESOLUTION "'NO. 93/224 NOW THEREFORE, the Board of Supervisors of Contra Costa County does hereby authorize the Director of Community Development to submit an application to the Metropolitan Transportation. Commission for 3% Reserve Bridge Toll Revenue's to fund a share of staff services provided by County staff to the Greater East Bay Rail' opportunities Coalition. I hereby certify that the foregoing is a true and correct copy' of an order entered on the minutes of the Board of Supervisors of the date aforesaid.
