THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on Februga 2, 1993 , by the following vote: AYES: Supervisors Powers, Smith, Bishop, McPeakand Torlakson NOES: None ABSENT: None ABSTAIN: None RESOLUTION NO. 93L48 SUBJECT: Transpac Resolution on the Proposed Benicia/Martinez Bridge Project) WHEREAS, Caltrans is in the process of developing the Benicia/Martinez Bridge Project and the Board of Supervisors of Contra Costa County has considered the impact of the Bridge Project on communities in the I-680 corridor; and WHEREAS, the Project will significantly impact local jurisdictions affected by the operation of the 1-680 corridor; and WHEREAS, TRANSPAC jurisdictions would prefer a Project which includes-a toll plaza on the north side of the Bridge and toll collection in the southbound direction; and WHEREAS, TRANSPAC supports the incorporation of structural options for a future transit connection between Contra Costa and Solano Counties; and WHEREAS, TRANSPAC supports the allocation of funds for the construction of structural components to accommodate transit; and WHEREAS, the design of the Benicia/Martinez Bridge Project as a gateway to Central Contra Costa County needs to be incorporated in the Project; and WHEREAS, the impacts of the Project alternative chosen by Caltrans must be mitigated as required by the National Environmental Policy Act and California Environmental Quality Act to ensure that freeway and arterial traffic flows are not adversely impacted by the Project: NOW, THEREFORE, BE IT RESOLVED, that the Board of Supervisors of Contra Costa County: 1) urges that the project include a toll plaza on the north side of the Bride, toll collection in the southbound direction and structural options for a future transit connection between Contra Costa and Solano Counties; and 2), urges that Caltrans design the toll plaza to minimize congestion and delay and to avoid impacts on sensitive areas of the natural environment while maximizing traffic movement and operational safety; and 3) requests that Caltrans incorporate design elements into the Benicia/Martinez Bridge Project which will enhance its function as;,a gateway into Central Contra Costa County and the City of Martinez; and 4) supports the mitigation of Project impacts to the satisfaction of local jurisdictions and for meeting the requirements of the National Environmental Policy Act and California Environmental Quality Act; and 5) requests that Caltrans and the California Transportation Commission identify and allocate the additional funds required to provide for a future transit connection. RESOLUTION NO. 93/48; BE IT FURTHER RESOLVED, that the Board of Supervisors of Contra Costa County reserves the right to submit additional comments concerning this project to Caltrans and the Contra Costa Transportation Authority.
