HomeMy WebLinkAboutRESOLUTIONS - 01011993 - 1993-028 "THE BOARD OF RVISORSOF CONTRA CO,,fi3TA'WUNTY, CALIFORNIA Adopted this Order:can January 19, 1993 by the following vote AYES: Supervisors' Powers, Smith, `'McPeak and-Toklakson NOES: Nome ASSENT: Mone ABSTAIN: Supervisor Bishop RESOLUTION NO. 93/28 SUBJECT: In the matter of requesting the Metropolitan Transportation Commission' (MTQ not to delete State Route 4 from I-680 to San Joaquin County'-Une in the rational Highway System. The Intermodal Surface Transportation Efficiency Act (ISTEA) requires the designation of a system of Highways with National Significance,or the National Highway System (NHS). The designation of NHS is to be s cooperative effort between the Federal Govem hent, the State, the Metropolitan Planning Organizations and local agencies. it is to be based on criteria established by the Congress. The four criteria established by the Congress are: *` The Interstate System. * Routes designated as part of the Strategic Highway Network (STRAHNET), which are important to defense. * Routes designated as STRAHNET connectors. * Other urban and rural arterials. In 1991, the State of California has submitted to the Congress an illustrative map of the California NHS before ISTEA was passed. This Illustrative map included'SR 4 from 'I-680 to San Joaquin County line In the NHS. Both Caltrans and the MTC are In the process of reviewing this illustrative map for recommended changes, San Joaquin County Council of Governments (SJCCOG) Is proposing to delete State Route 4 in San Joaquin County from the NHS. SJCCOG considers State Route 4;,as a minor arterial. MTC staff feels that the primary purpose to include State Route 4 is the travel between San Joaquin County and the Bay Area and feels that if San Joaquin County ,proposes to delete State Route 4, then MTC should also delete State Route 4. State Route 4 Is the major principal arterial linking the Bay Area to the cities in East Contra Costa County and the Central Valley. The majority of the Say Area to Central Valley traffc utilizes Byron Highway to Tracy rather than State Route 4 In San Joaquin County to complete the interregional travel: State Route 4 is a designated STRAHNET route. It Is this primaryconnector between the Concord Naval Weapon Station and the ammunition Depot in Tracy. The operating procedure in the Concord Weapon Station direct the traffic to State Route 4 rather than to 1.680 and 1-580 because of the congestions experienced in the 1-680 and 1-580 corridors. Designaft State Route 4 and Byron Highway From 1-680 to 1-205/580 In Tracy will satisfy the STRAHNET connector designation and will also serve the new Byron Regional Airport. The Federal Emergency Management Agency Also designates State Route 4 as an evacuation route for the Bay Area In the event of emergencles, While NHS designation may not generate additional funds for the Bay Area or for Contra Costa County,it Is Important to recognize the Importance of State Route 4 to the defense, welfare and economic development of the region. RESCyLUT1ON NO.93/28 In the Matter of Requesting the Metropolitan Transportation Commission (MTC),not to Delete State Route 4 from 1-M to San Joaquin County Line in the !National Highway System. January 19, 1993 Page Two The BOARD OF SUPERVISORS therefore resolves that: Urge the Metropolitan Transportation Commission not to delete State' Route 4 from the recommended NHS. As an alternate, propose to MTC to adopt,an alternate connector from 1-680 using State route 4 and Byron Highway to 1-205 in Tracy. This route parallels the STRAHNET alternate route. Request the Contra Costa Transportation Authority and the cities along State Route 4 to adopt resolution in support of the County. Orig.
