SUBJECT: Establishing a salary waiver policy and procedure for
officials and full-time employees

RECOMMENDATIONS
Approve and Establish the below stated recommended salary waiver
policy and procedure: for full-time employees and officials.
BACKGROUND/REASONS FOR RECOMMENDATIONS'
Recently, it has been indicated that there is interest in
establishing a procedure pursuant to which Contra Costa County and
Board of Supervisors, governed ' special district and agency
employees, officers and officials could voluntarily, unqualifiedly
and irrevocably waive their rights to receive future earned salary
(compensation) For this reason, ;it is recommended that the' Board
of Supervisors approve and establish the following policy and
procedure for the waiver of salary (compensation)":
1 . Voluntary, Unqualified and Irrevocable' Only waivers that
are clearly voluntary, unqualified and irrevocable as a waiver of
the right to 'receive speci'fied'' future salary (compensation) will be
accepted.
2. Form. Only individual (completed) waivers received in a
format and form prescribed by the Auditor-Controller and approved
by the County Counsel will be honored.
3. Coverage. This, procedure and policy may be utilized by
any `.full--time employees (employed for at least 80 or more salaried
