RESOLUTION NO. 93/64
SUBJECT:
In the Matter of a Retroactive Lump
Sum Payment for eligible Head Start
Management and Represented Employees
in the Community Services Department
Commencing January 1, 1992 .
Whereas the Community Services Director previously advised the
Board of Supervisors on November 24 , 1992, that the U. S. Depart-
ment of Health and Human Services had provided a cost of living
increase of three and four-tenths percent (3 .4%) to all eligible
Head Start employees effective January 1, 1992, and
Whereas the Community Services Department was unable to track
all eligible management and represented employees for inclusion in
the November 24 , 1992, Board Resolutions 92/816 and 92/817 , now
therefore,
The Contra Costa County Board of Supervisors in its capacity
as governing Board of the County of Contra Costa, and all districts
of which it is the ex-officio governing Board, RESOLVES THAT:
Salaries for specified permanent and temporary employees in
the Community Services Department in the following management and
represented classifications will be adjusted in accordance with the
below-listed schedule:

LUMP SUM PAYMENT
All persons who occupy a permanent position in any of the
above listed management and represented positions or who are
authorized as limited term employees on December 1, 1992, shall be
retroactively compensated for their period of Head Start employment
by 3 . 4% for the time period of January 1, 1992, through September
30 , 1992 .
The lump sum payment will be computed as follows:
A) January 1, 1992, through September 30, 1992 -
Employee regular pay, overtime pay and specific other
earnings ordinarily computed as a percentage of base will
be added together for each pay period to determine the
Retro Pay Base (RPB) . This base will be multiplied by
3 .4% .

The payment amount computed will be issued as soon as possible
by the County Auditor-Controller, shown on an employee' s regular
10th of the month pay check as a Lump Sum Payment, subject to
normal tax withholding and retirement deduction requirements .
Any employee believing there is an underpayment resulting from
this methodology exceeding $30 . 00 may contact the County Personnel
Department to request a review of their lump sum payment. Upon
such a request, the Auditor's Office will investigate and determine
if additional pay is owed. If so, the payment will be made as soon
as possible.
