Fiscal Year 1992-93. The Board of Supervisors of the County of Contra Costa resolves The Board of Supervisors declares its intention to levy and collect assessments within the County Landscape' and Lighting District:, AD' 1979-3 (LL-2) , Contra Costa County, California, for the fiscal year beginning July 1, ' 1992 and ending June 30 1993. The improvements to be maintained in the year beginning July 1, 1992 and ending June 30, 1993, 'are 'described as follows: The improvements to be funded through Landscaping and Lighting Assessment . District: No. 1979-3 (LL-2) , Contra Costa County, California, consist of the installation',' maintenance ' and servicing of landscaping, irrigation, lighting (not street' lighting except in special cases) , park and recreational related facilities., with all appurtenances, and services of consultants as needed. Zones 1, 2 and 4 (Lynbrook Development, West Pittsburg) Port Chicago Highway (approximately 16030 lineal feet) , Kevin Drive! (approximately 3600 lineal feet on north side and approximately 2600 lineal feet on south side) '; Lynbrook Street (approximately 1050 lineal feet on north side and approximately 850 lineal feet on south side) ; Willow Pass Read. (approximately 900 lineal feet;) Public Park (4.13 acres within the Lynbrook development Subdivisions 5354, 5380, 5533, 5534, 5695 and :.5696) will include all landscaping, irrigation,' ground cover and related improvements;. Zone 3 (Hickory Meadows, West Pittsburg) Tot Lot (.32 acres within Hickory Meadows development Subdivision 5573) will include all landscaping, irrigation.* ground cover and related improvements. Zane 7 (Pleasant Hill/BART) All lighting and landscaping features installed as a part of the Redevelopment' Project,. Zone' 8 (Vintage Unit -I, Oakley) Landscaping within public Streets in Subdivision 6333. Zone:. 9 (West Pittsburg, Unincorporated') Install,, maintain and service all landscaping facilities in Ambrose Park, Anuta 'Park;, Pacifica Park, Ambrose Recreation District, Sailey, Road (median and sidewalk area) , and general maintenance within the zone limits. Zone 11 (Hilltop Commons) LUP 2042-85 Landscaping, irrigation on median island San Pablo Avenue and sidewalk area on the south side of San Pablo ,Avenue. Zone 13 (Oakley Ranch) Subdivision 6634 Landscaping, irrigation, and related improvements along east side of State Highway 4 and the east sideofCharles Way. Zone 14 (Empire) Subdivision 6656 Landscaping, irrigation, and related improvements along the east side of Empire Avenue at the Hemlock Drive intersection. Zone 15 (Vintage Unit: II) Subdivision 6821 Landscaping, irrigation and related improvements along Vintage Parkway. Zone 16 (Oakley - Landscaping and Park) Install, maintain and operate the public park landscaping and recreational facilities in the area, and provide for the SR4 beautification program at the entry points to Oakley. Zone 17 (Shadow Creek) Subdivision 7040 Maintain and service landscaping and irrigation system along sidewalk area and median islands on Camino Tassajara. Zone 18 (Pacheco Manor) Subdivision 6958 Landscaping, irrigation and related improvements along Pacheco Boulevard and Temple Drive. Zone 19 (Hidden Pond)_ Subdivision 6769 et al Hidden Pond Road. Zone 20 (Oakley Town Center) Subdivision 7045 Maintain and service landscaping and irrigation system along sidewalk area, and median islands on Empire Avenue and Highway 4. Zone 21 (Kensington Area), Maintain, service (and install as required' median landscaping along Arlington Avenue, the Colusa Traffic Circle, (other landscaped areas as required in future) , Kensington Pathways (to' be ''maintained as directed from fiscal year to fiscal year) . ' Irrigation will be by the use of water tracks. Zone 22 (Seabreeze) Subdivision 7152 Maintain and service' landscaping and 'irrigation system along Evora Road and along the perimeter of the subdivision. The open space (Parcel A) and the fencing around the open space will be maintained by Ambrose Parks and Recreation District. Zone 23 (Oakgrove) Subdivision 6922 Maintain and service` landscaping and irrigation system along Laurel Road frontage and along State Highway 4 frontage from Laurel Road south to the project boundaries,, and the landscaped park and the tot lot, bar-b-que and picnic tables. Zone 24 (Laurel Moods) Subdivision 6971 Maintain and service landscaping and irrigation system along walkway area on Laurel Road. Zone 25 Orchard 'View - Subdivisions 6867 and 6980 et al. (Contiguous Subdivisions along Empire Avenue immediately north of the Contra Costa Canal.) Maintain and service landscaping and irrigation system along medians and sidewalk areas on Empire Avenue. Landscaping District 1979-3 June 23 1992 Page Three Zone 26 (South Forty) Subdivision 6969 Maintain and service landscaping and irrigation system along mediansand sidewalk, areas on Neroly Road Zone 27 Bettencourt Ranch Subdivisions Landscaping, irrigation and miscellaneous facilities along the Camino Tassajara frontage of' Bettencourt Ranch. Maintained areas include the areas between ;the 'edge of :curb on Camino Tassajara and the stone wall which is installed along the back property lines of lots which backup to Camino Tassajara. Zone 28 (Claremont) Subdivision 71.63- Landscaping and irrigation facilities along the access road that connects W. Cypress Road to the 'Subdivision. Zone, 32 (Gateway Subdivisions) Maintain and service landscaping and irrigation system along sidewalk areas on Cypress Road and Empire; Avenue. Zone 33 (Village Green) Subdivision 7164 Landscaping and irrigation facilities of a,, parkway strip behind the sidewalk 'along Cypress Road and Lois Lane: Zone 34 (Village, Oak Terrace) Subdivision 7304 Landscape and irrigation facilities behind the sidewalk area along the Morella Avenue frontage of this project`. Zone 36 Alamo Area Provide special services, future park and recreational facilities and their related needs, and their future operation and maintenance. Zone 37 Clyde Area Provide'' special services, future park and recreational: facilities and their related needs, and their future operation and maintenance. Zone 37 Rodeo Area Provide attractive public ' areas with well maintained landscaping, trails, and recreational/picnic facilities along the Rodeo Creek` Corridor, and overdue improvements to the Lefty Gomez Field in Rodeo. Provide studies as =needed and future operating and maintenance services as required. Zone 39 (Meadow Glen) ' Subdivision 6840' Landscaping, irrigation, and miscellaneous facilities within the Public right of way of Highway 4 (4000 ) and Bernard Road (3001) of this development in the Oakley Area. The Public Works Director, has filed' with the Clerk of the Board the Annual Report required by the Landscaping and Lighting Act of 1972. This report contains a full and detailed description of the improvements, the boundaries of the assessment district, and the proposed assessments upon assessable lots and parcels of land within the assessment district. The report has been approved by the Board of 'Supervisors and is open to public inspection At 11:00 a.m. on Tuesday, July 28 1992 in the Chambers of the Board of ''Supervisors of the County of Contra Costa, Administration Building, 651 Pine Street, Martinez, California 94553, the Board of Supervisors will conduct a ; public hearing on the proposed assessments. Any interested person, prior to the conclusion of the hearing, may ''file a written protest with the Clerk of the Board. A written protest 'shall state all grounds or objections. A protest by a property owner shall contain a description sufficient to identify the property owned by him.
