THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA

SUBJECT: Community Services Department Layoffs - Phase IRRESOLUTION NO. 92/402
The Contra Costa County Board of Supervisors in all of its capacities as the governing
body of this County and of the Districts and Agencies of`which it is the governing body,
RESOLVES THAT:
1. The Board has considered the report of the Director, Community Services
Department which advises that State funding for the County's 1992-93 Child
Development program may be reduced as much as 25% for the upcoming fiscal year.
2. The Department, in anticipation of the above referenced reductions', has
recommended a decrease in program size 'equal to 15% of the 1991-92 Child'
Development,''program to avoid a revenue shortfall in 1992-93.
3. Said decrease will result in a reduction of 1992-93 services to approximately 79 fewer
children. This reduction will be achieved by not adding classes to replace the
graduating kindergarten classes and not adding new children in other classes. No
children currently receiving services will be affected by the reductions. The
decrease will also result in abolishing 24 positions within the Child Development
Division. Seventeen of these positions are currently vacant
4. In order to keep expenditures within available funding to the extent possible, it is
necessary to abolish the positions described in the lists attached hereto in the
interest of economy or because the necessity for the position(s) involved no longer
exists, and to lay-off employees accordingly. Saidlists are incorporated herein by
reference, and said positions are hereby abolished effective June 30, 1992.
5. The Community Services Director shall issue lay-off or displacement notices, as the
case may be, and give notice to the affected employees of the Board's action.
