fY11ERE,4S it has come to the attention of the Board that a signs,fucant percentageof
Calr}ormans are among the astimated 1215 million persons in the United States who erre
infected with:the bacterium that causes tubercxulo=4 Contra Costa rates have
doubled in the past 5 years;and
:.REAS the purpose of the program is to reduce the incidence of and to control TB
by educating the public regarding TB motivating individuals to respond'actively to advice on
understanding the;features of the disease,and creating an environment in which individuals who
suspect they have the disease will readily come forth and seek treatment, and
.TiF'3l'f:AsS 4859 cases of active'tuberculosis disease were reported in California in
1990 representing a 16%increase over the prior year, Contra Costa has 120 cases per year and
15 to 20 of these are children;and
WBEREAS Tuberculosis in California is being fueled by the HIV! IDS epidemic,
immr`gratw .,; and such poverty-associated factors as crowded living situation, homelessness,
incarceration, malnutrxttrrn, and use of drugs;and
WHERE4 S household members(including children)and other close contacts including
employees of health care, coffecdo=4 and other institutions who share air with infectious
Tuberculosis patients are at risk of becoming infected with the tuberculosis bacterium and
progressing to active disease;and
WY ERE,4S pvtentidly .lethal strains of tuberculosis bacterium that are resistant'to
treatment with many currently available tuberculosis drugs have been identi ftwd in California;
and
NMREo4S The Department of.health Services Tuberculosu Control Unit, California
Tuberculosis Controllers Association, and the American Leung Association of California in
cooperation with various federa4 local and private agencies, have '..developed an
edrucaztionlawareness program to promote tuberculosis prevention measures, and
KIF,RF..AS during the month of Junex individual citizens, government agencies and
private entities are joining to encourage the widespread implementation of proven tuberculosis
control measures targeted toward those persons at highest risk; now therefore be it targeted
toward those persons at highest risk
