The Contra Costa County Board'of Supervisors in all of its capacities as the governing body of
the County and of the Districts and Agencies of which it is the governing bodies RESOLVES
THAT,
1. The Board has considered the April 15, 1992 and May 8, 1992' reports of the
Community Director to the County Administrator which advises that (1) the Head Start Family
Service program has been terminated and funding discontinued effective May 31, 1992 and
(2) that the Head Start program has been designed and funded to operate on a ten (10) month
schedule and that positions were budgeted in the 1992 Head Start work plan to stop work on
May 31, 1992 and be brought back to classrooms in the first week of September 1992.
2. The Board has considered that prudent budget planning and execution over the course
of the year has allowed all staff to remain at work until June 5, 1992; allowed a limited
number of staff to continue some Head Start Services through June 30, 1992; and will permit
all staff to return to work by August 24 1992.
3. The Board has considered the impact of limited funding and the staffing necessary for
the efficiency of County government operations and has considered the staff retention plans
submitted by the Community Services Department for the Head Start Program under its
jurisdiction.
4. In order to keep expenditures within available funding or to keep staffing at the level
necessary for efficient operations, it is necessary to abolish the positions described below on
the'.dates indicated for reasons of economy, lack of funds or because the necessity for the
position(s) involved no longer exists and to layoff employees accordingly. _ In addition, the
positions'required to support the Head Siert program in August will be re-established. The
below listed positions are to be abolished and re-established on the dates indicated below.

5. The Director of Personnel shall prepare lists showing the order of layoff of effected
employees.
6. The Community Services Director, in which department such positions are:abolished,'
shall issue layoff or displacement notices, as the case may be, and give notice to the
affected
employees of the Board's action.
7. For purposes of this specific layoff, employees currently enrolled in a health or dental
plan may be re-enrolled in the same plan upon return to work from this layoff.

Subject: Head Start Personnel Requirements for Summer 1992
This is to advise you that the Community Services Department intends to suspend the
Head Start program again this summer.
The Head Start program has been designed and funded to operate on a ten (10)
month schedule and positions were budgeted in the 1992 Head Start work plan to stop
work on June 5, 1992 and be brought back to classrooms in the first week of
September 1992.
Attached is the proposed Board of Supervisors Order to impliment this annual
requirement.

SUBJECT: Head Start, Family Service Center
This is to advise you that the Community Services Department
intends to terminate' the Head Start Family Service Center grant
effective May 29, 1992 . In addition, we do not intend to submit an
application for the third year of the project:
We are taking this action because during the 18 months we have
operated this program we have not been able to achieve the Program
goals required by our federal grant. ' The failure of supporting
agenciesto provide agreed upon services has significantly hampered
our efforts to achieve these goals. In addition, we have
experienced %a high staff turnover rate during the life of this
program. As a result, we have been unable to provide either the
required services or the necessary level of staff'' continuity and
expertise to provide required services.
After consulting with the grantor agency, the Administration for
Children and Families (ACS") in Washington, D.C. , we mutually agreed
that it would be in the best interest of all parties (including the
County) if we terminated the program at this time.
Termination of the Family Service Center Program will require the
release of two Permanent Project employees, We have advised
Personnel of this requirement and are working with them on this
issue:
