This agreement is.entered into by;Contra Costa County and the Deputy Sheriffs' Association representatives to provide wage 'adjustments w e a comprehensive memorandum of understanding is being prepared. As a member of the Health Care Coalition,the DSA has agreed to revised subvention rates and plan changes specified in the January 28, 1992 settlement agreement (Attachment B). IV,. Vacation:,Accrual Rates. Attachment C will be added to Section 13.2 of the MOU between the County and the DSA. V. Canine Allowance. Effective May 1 1992 officers assigned to the Canine Unit who are responsible for the feedingand care of canines shall receive $150.00 per month. VI. Mileage Allowance. Effective May 1, 1992' the mileage allowance for the use of personal vehicles on County business shall be $.28 per mile. Hee . _yn., Employee Relations na r MM-.WM:yba N/DSA.a3 cc: Personnel/Records Auditor/Payroll ATTACHT A DSA NON-SWORN SALARY ADJUSTMENT FORMULA Non-sworn employees covered by the Memorandum of Understanding between Contra Costa County and the Deputy;;'Sheriffs'Association shall receive the same cost salary and benefit increases for the'period October 1, 1993 through September 30, 1995 as negotiated in Memoranda of Understanding covering that period between Contra Costa County and the following employee Organizations for those bargaining units specified in Section 1.1 of the respective Memorandum of understanding which were effective October 1, 1991: Centra Costa County Employees Association, Local No. 1 Social Services Union, Local 535 Rank and File Unit; United Clerical Technical and Specialized Employees Local 2700, AFSCE, AFL-CIO. The wages for DSA non-sworn employees shall be adjusted effective_October 1, 1993 and October ;,11 1994 (or such other effective dates specified in the Memoranda of Understanding of those Employee Organizations specified:above ) in accordance with the following formula When the meet and confer process for the Memoranda of Understanding for those employee Organizations specified above have been concluded for the period October 1, 1993 through September 30,:1995, a cost analysis of the negotiated wage and benefit increases for each Employee Organization will be made and a total weighted average will be determined. The salary increase for the DSA non-sworn employees for the year October 1, 1993 through September 30,' 1994 shall be equal to the weighted average negotiated by the above specified Employee Organizations for that period and the salary increase for the year October 1, 1994 through' September 30, 1995 shall be equal to the weighted average negotiated by the above specific Employee Organizations for that period. For example, if all the above Employee Organizations negotiate a 2% general salary increase effective October 1, 1993, along with equity increases for each Employee Organization, with a total annualized cost of $20,000 and additional' benefits for each Employee Organization costing $20,000, the salary increase for DSA non-sworn'employees effective October 1, 1993 shall be 2%plus the percent cost determined by dividing$20,000 by the total annual payroll for each of those Employee 'Organizations specified above, multiplying the resultant percent by the total number of bargaining unit employees in each respective:Employee Organization, adding the percent increases and dividing by the total number of filled positions in the bargaining units in all the Employee Organizations combined to give the weighted average The monthly payroll for the Employee Organizations for September 1993 times 12 will be used for the annual payroll for each of these Employee Organizations. Not included in the negotiated wage and benefit increases are salary increases granted as a result of the Contra Costa County Pay Equity Study, salary'increases granted as a result of County classification studies and any benefit increases negotiated by the Centra Costa>County Health Care Coalition. If salary and benefit increases for the ether Employee Organizations are "backloaded" for a specific year (e.g. a salaryincrease is effective January 1, 1994 rather than October 1, 1993) the 'salary for DSA non-sworn employees shall be adjusted in a like 'fashion. If other bargaining units have different dates for backloading, the pay increase for non-sworn in this,'»unit should have the same::cost impact to the County as the cost of backloaded increases for the other Employee' Organizations;. This calculation shall again be on a weighted average basis again includes-,non-salary cost items, as the same become effective throughout the year. The Deputy Sheriffs' Association may, at its option, have the salary increases for the non'-sworn employees determined after only one or two of the Employee Organizations' specified above have concluded the 'meet and confer process for a Memorandum of Understanding covering the period October 1`, 1993 through: September 30, 1995.'
