HomeMy WebLinkAboutRESOLUTIONS - 01011992 - 1992-216 i IN THE BOARD OF SUPERVISORS or CONTRA COSTACOUNTY, STATE OF CALIFORNIA In the Matter Regarding ) the establishment of a ) proposed bicycle pathway across the Richmond/San Rafael )' Bridge as set down in the j Countywide Bikeway Plan ) Resolution 92/215 ) Whereas, the County of Contra Costa has adopted in its Countywide Bikeway Plan a goal to expand` opportunities for bicycle use in the County` for both recreational and transportation purposes; and to incorporate consideration of :the needs of bicycles in the everyday planning activities of public agencies; and Whereas, .the :Metropolitan' Transportation Commission and the Bay Area Air Quality Management District adopted Transportation Control Measure #9' stating that bicycle'` improvements should provide means for bicycles to cross all existing Bay bridges, and encourage' Caltrans to provide direct access for bicycles' on the Richmond-San Rafael and Benicia-Martinez' bridges and'. Whereas, :the 'Richmond/San Rafael Bridge is planned as part of the San Francisco Bay Trail Plan, a regional hiking and bicycling trail' which will extend 400 miles around the San Francisco Bay; and the San Francisco Bay Trail was implemented by 'legislation in 1987 and endorsed by the State of California legislature in, 1990; and Whereas, through the expertise and diversity of the cities and counties in the region and the broad base of support from the public, one- third of the Bay Trail has already been developed; and that the existing lane on the Richmond/San Rafael bridge is twelve feet (121 ) wide and could accomodate a five-foot (51 ) pathway and seven-foot (71 ) buffer; and Whereas, bicyclists who stop on the bridge would walk on the existing sidewalk as do the drivers of disabled vehicles who stop in the unused lane and walk along the sidewalk to the nearest Call Box;' and bicyclists would stop if the lane was blocked in an emergency and carefully proceed around the accident, as vehicular drivers stop in the same situation; Now, Be It Resolved by the Board of Supervisors of Contra Costa County that the county supports bicycle access 'across the Richmond/San Rafael Bridge; and be it further' resolved' that the Board of Supervisors encourage the California State 'Department of Transportation to do everything in its power to open up ,the ;bridge to weekend bicycle travel as a one-year pilot project.
