Torlakson, .Mcl?eak NOES: Nene ABSENT: 'done ABSTAIN: None SUBJECT: IN THE MA'T'TER OF RETROACTIVE) RESOLUTION N0. 92/ 12:7 RECONCILIATION OF EMPLOYEE } HEALTH PLAN CONTRIBUTION } 1, The County has reached tentative agreement with the Health Care Coalition representing all employee organization on the level of employee contribution and the level of County contribution for health and dental premiums effective November 1, 1991. The agreements are that (1) for CCHP, the County will contribute $10 per month for single subscribers and $26 per month for family subscribers for premium increases In the CCHP health plan while the employee will continue to contribute .01 per month and (2) for 1st Choice and Kaiser medical plans and Delta and ''Safeguard dental plans, the County will contribute77$ toward total premiums and the employee will contribute 23s toward total premium. 2. During negotiations between the County and the Health Care Coalition before final agreement on contribution rates was reached, it was necessary for the parties to adopt Interim agreement on the sharing of rate increases put into effect by the health and dental carriers on November 1, 1991. To this end, the Beard adopted Resolution 91/620 on September 17, 1991 which obligated the County to pick up;$10 per single subscriber and $26 per family subscriber of the increased medical and dental premiums for retire health pian members from November 1, 1991 until a final settlement was reached. On January 7, 1992, ,the Board adopted Resolution 92/14 which obligated the County to pick up 50%of the increased medical and dental premiums for active employees from November 1, 1991 until a final settlement was reached. 3 These negotiations have been conducted with the good faith understandings that (1) final agreement on health contribution percentages would be effective retroactive to November 1, 1991; (2) that reconciliation of interim contributions to that date:,would occur and (3) that as a condition on final iacceptance of the settlement, the parties would seek Board authority declaring that any amounts awed to the County by any aetive or retired employees under this reconciliation not be collected. Such action has been recommended by the County Administrator. NOW THEREFORE, THE CONTRA COSTA CC)'i.9`NTY BOARD OF SUPERVISORS RESOLVES THAT In accordance with agreements reached in the meet and 'confer process with the Health.Care Coalition, the County Auditor-Controller is authorized to conduct a reconciliation of medical'and dental plan conciliation for the period November 1 1991 to February 29, 1992 and to refund to retired and active members any overpayments received by the County during that period.
