SUBJECT: Negative Declaration of Environmental Impact )
for the Southern Pacific Right-of-Way )
Commuter Bike Trail and Bancroft Road Extension, )
County File #CR 89-1. )
The Redevelopment Agency of Contra Costa County RESOLVES. THAT:
The Contra Costa County Redevelopment Agency circulated a Notice of
Preparation of a Negative Declaration of Environmental Impact for
the construction of a 4-lane arterial to be located within the
abandoned Southern Pacific Right-of-Way (hereinafter "SPROW" )
between Monument Boulevard and the Pleasant Hill BART Station
(Bancroft Extension) ; and construction of a Commuter Bike Trail also
to be located within the SPROW between Monument Boulevard and
Rudgear Road. The Commuter Bike Trail and Bancroft Extension are
consistent with the Contra Costa County, City of Walnut Creek and
City of Pleasant Hill General Plans and specifically called for in
the Pleasant Hill BART Station Area Specific Plan and Pleasant Hill
BART Station Redevelopment Plan.
The 30-day period for receipt of written comments on the Project has
passed and written comments were received and are attached hereto.
This Agency FINDS that there is no substantial evidence that the
Bancroft Extension, if constructed with recommended noise mitiga-
tion, and the Commuter Bike Trail will have a significant effect on
the environment and that this Agency has reviewed and considered the
Initial Study and Negative Declaration together with any comments
received during the public review period (all on file with this
Agency) , and this Agency ADOPTS the Negative Declaration for the
purpose of compliance with the California Environmental Quality Act.
The Agency APPROVES the Southern Pacific Right-of-Way Commuter Bike
Trail/Bancroft Road Extension and AUTHORIZES the Director of
Community Development to file a Notice of Determination with the
County Clerk.
I hereby certify that this is a true and correct copy of
an action taken and entered on the minutes of the
Redevelopment Agency on the date shown.

RE: Notice of Public Presentation - Commuter Bike Trail
Dear Mr. Raycraft:
This is in response to the Notice of Preparation of Negative Declaration of
Environmental Impact for the Southern Pacific Right-of-Way Commuter Bike
Trail/Bancroft Road Extension, County file #CR 89-1. Specifically, this is a
request that the Keys Condominium Owners Association be notified of the date,
t _me and location of any and all presentations concerning the disposition of
this piece of land, including the public presentation on the Commuter Bike Trail
referred to in the correspondence dated January 9, 1989 from Harvey E. Bragdon.
As ycu probably know, The Keys is a community of 792 condominimums. Our east
property lire is contiguous to the old Security Pacific Right-of-Way (SPROW) ,
and we have leased a parcel from Southern Pacific and the County to provide land
for 60 parking spaces. The Association has paid a lease fee for this strip of
land for many years, and a substantial donation was made to the City of Walnut
Creek on behalf of the Association by the developer, Lane/Kuhn Pacific, in 1983
for the purpose of providing a trail along this piece of property. We currently
pay in excess of $22,000 per year for the lease. In short, this is a very
important piece of real estate to the owners and residents of The Keys. Any
change in the land usage of the old SPROW will materially effect The Keys. We
feel that the numbers of residents (1200-1500) and our past, present and future
financial =evolvement with the leased property entitle us to be kept informed of
all active proposais for the use of this land and our comments fully considered
in your planning process.
To date, we have been informed of the planning process, and there hasn' t been
anything concrete for us to respond to that I am aware of - so this is just to
confirm our vital interest in this project. Thank you for your help.

Dear Mr . Bragdon:
This is in response to your Notice of Preparation of Negative
Declaration of Environmental Impact for the above-mentioned
project. When plans for constructing a new roadway along the
Southern Pacific Right of Way are available, please send us
copies . We will then determine if our facilities create a
conflict.
If our facilities do create a conflict , it will require extensive
planning and coordination, - particularly if they are underground
facilities . Additional time would still be needed to do the
required construction work. Therefore, to eliminate any
undesirable delays , early notification would be in both our
interests. If I can be of further assistance, please call me on
