THE BOARD OF SUPERVISORS

CONTRA COSTA COUNTY, CALIFORNIA
In the Matter of : )
Commending Lee F. Banuelos ) RESOLUTION NO. 87/100
on his Retirement )
WHEREAS L. F. "Lee" Banuelos, Director of Family Support
Collections Services, Office of the. District Attorney, is
retiring after 26 years of service to Contra Costa County; and
WHEREAS Mr. Banuelos graduated with honors from McClymonds
High School, Oakland, and served in the Army Air Corps from
March, 1943 to February, 1946, attaining the grade of Staff
Sergeant; and
WHEREAS Lee began his career with the County in April, 1961
when he was employed as a Typist Clerk in the Social Services
Department, raising with each promotional opportunity until he
supervised the Collections Unit in the Department' s
Administrative Office; then in April, 1973, following his
appointment as Family Support Program Administrator, Lee was
responsible for consolidating all welfare-related and non-welfare
related child support collection functions in the Office of the
District Attorney; and
WHEREAS following passage of new laws which in effect
federalized family support, Mr. Banuelos was given additional
responsibilities in that area, and following a Grand Jury
recommendation and based upon his demonstrated management
abilities, he was ultimately given responsibility for all family
support collection and enforcement functions as well as the
Welfare Fraud Unit, and in January, 1980 being appointed
Director, Family Support Collection Services; and
WHEREAS through his conscientious and dedicated efforts on
behalf of the citizens of the County, Mr. Banuelos has earned the
respect of his staff and County Department Heads;
NOW, THEREFORE, BE IT RESOLVED by the Board of Supervisors
of Contra Costa County, California that Lee Banuelos is COMMENDED
for his 26 years of dedicated service to the citizens of this
County.
PASSED by unanimous vote of the Board Members present on
this 24th day of February, 1987 .

Helen M. Nielsen On the ) Resolution No. : 87/102
Occasion of Her Retirement )
From Twenty-eight Years of )
Service to Contra Costa County)
WHEREAS Helen Nielsen is retiring from her position of
Public Health Services Administrator, responsible for
operations, contracts and personnel; and
WHEREAS Helen Nielsen began working for County
Supervisor Mel F. Nielsen as his assistant from 1957 to
1963; and
WHEREAS Helen Nielsen took her administrative abilities
and knowledge of the County to a new position as Secretary
to Mental Health Administration Directors William Preston,
William Maier, Leonti Thompson and Charles Pollack from 1964
to 1967 ; and
WHEREAS Helen Nielsen generously enhanced the quality
of life for her mother and mother-in-law taking leave from
the County from 1968 to 1970 to care for them in their
final illnesses; and
WHEREAS Helen Nielsen rejoined the County in 1970 as
Medical Services Administrator in the Richmond Outpatient
Clinic under Dr. Degnan, helping the poor with policies for
the most kind and efficient care while saving the County
money; and
WHEREAS Helen Nielsen completed her County career as
Public Health Services Administrator, performing her many
tasks with a pragmatic, caring style from 1980 to 1987.
NOW THEREFORE BE IT RESOLVED that the Board of
Supervisors of the County of Contra Costa, California,
hereby CONGRATULATES Helen Nielsen on the occasion of her
retirement, COMMENDS her exceptional managerial and humane
qualities that allowed each of her employees to reach for
and attain his best, EXTENDS to Helen Nielsen its best
wishes for much pleasant travel and TRULY REGRETS that such
a multifaceted jewel of an employee as Helen Nielsen will be
leaving County Service.
PASSED AND ADOPTED BY THE BOARD on February 24, 1987 by
the following vote:
AYES: Supervisors Fanden, McPeak, Schroder, Torlakson,
Powers.
NOES: None.
