SUBJECT: In the Matter of Considering Report and Initiating Proceedings to annex
the West Pittsburg area (unincorporated) , as defined in the report , to
the Contra Costa County Landscaping and Lighting District AD 1979-3
(LL-2) , W.O. 5415.
The Board of Supervisors of Contra Costa County FINDS that:
The. Public Works Director has completed a report on the landscaping and lighting
needs for the West Pittsburg area . The Board hereby CONCURS in the findings that
because of rising costs and other commitments of available funding an additional
source of funding is needed to maintain a satisfactory level of landscaping and
lighting facilities to make the area more attractive for business and residents .
Lighting facilities in this context applies specifically to lighting used in
connection with landscaping only. Street lighting and similar facilities are
specifically excluded .
The Board hereby RESOLVES that:
Public Works Department is DIRECTED to work with Supervisor Tom Torlakson, the
West Pittsburg Alliance , the Ambrose Parks and Recreation District and the West
Pittsburg community on the need to provide adequate funding to maintain and
possibly enhance the landscaping and lighting facilities in the area .
IT IS FURTHER RESOLVED that the West Pittsburg area (unincorporated) is hereby
PROPOSED for annexation to the Contra Costa County Landscaping and Lighting
District AD 1979-3 (LL-2) , pursuant to the Landscaping and Lighting Act of 1972
(Section 22500 and following, Streets and Highways Code) for the purpose of
installing, maintaining and servicing public landscaping and lighting facilities
in the West Pittsburg area .
IT IS FURTHER RESOLVED that the proposed annexation shall include the
unincorporated land shown on the map designated "Assessment Diagram, Zone 9,
Contra Costa County Landscaping and Lighting District AD 1973-3 (LL-2)" which map
is on file with the Clerk of the Board and is hereby approved .
IT IS FURTHER RESOLVED that the Public Works Director is hereby designated
Engineer for the purpose of these annexation proceedings . The Board of
Supervisors hereby DIRECTS the Engineer to prepare and file with the Clerk of the
Board a report in accordance with Article 4 of Chapter 1 of the Landscaping and
Lighting Act of 1972.
