HomeMy WebLinkAboutRESOLUTIONS - 01011981 - 1981-521 IN THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, STATE OF CALIFORNIA In the Matter of Approving } the Cou►►ty ,justice System } Subvention tlroyiam Application ) RESOLUTION NO. 81,/521 for Visc:al Year 1`81-1982. } WHERL:AS the Contra Custa County Board of Supervisors expressed its intent to apply for funding under the County ,justice System Program (Chapter 461, Statutes of 1978) , in 1978 as set forth in Hoard Resolution No. 78/794; an WHEREAS the Beard established the County Justice System Subvention Program Advisory Group as required by 'Section 1811 (a) of the Welfare and Institutions Code (as added by Chapter 461 and amended by Chapter 464, Statutes: of 1970) , in 1973, as bet forth in Board Resolution No. 78/795; and WHEREAS the Advisory Group has met on several occasions to discharge its responsibilities regarding the Fiscal Year 1981-1982 program and has submitted its written rucoiiunendations on the Subvention Program application to the Board of Supervisors; and WHEREAS the: Board of Supervisors on April 14, 1981 referred the reconuitundat.ion.; to the: Finance Co►runitte u; and WREREAS the FilldnCe C:ununittt:t on April 20, 1981 reviewed the re conune;yidat kills of said Advisory Groupsand WHEREAS the Hoard of Supervisors on May 12,1981 held a public hearing on said reconur►endations presented by Cecil Haden, Chairperson of the Advisory Group, received testimony from county citizens, questioned staff, closed the hearing; and Board members having discussed the feasibility of operating a residential component of a status offender program, and Supervisor McPeak having moved that for fiscal 1981/82 Contra Costa County continue to operate a status offender residential component program to be funded with AB 90 monies; and not from the County's general fund; and The motion having been seconded by Supervisor Torlakson, the vote was as follows: AYES: Supervisors Fanden, McPeak, Torlakson, Powers NOES: Supervisor Schroder (indicated that AB 90 funding of this program may be too restrictive) ABSENT: None Board members having discussed the funding level of such a status offender program and the possible sources of funds to support it, and Supervisor McPeak having moved that Contra Costa County's 1981/82 Subvention Program Application in the amount of $1,575,493 be approved as detailed below and submitted to the California Youth Authority, such application to include $108,763 for Children's Home Society's status offender program with funds provided by modifying selected Advisory Group recommenda- tions as follows: eliminating the YOUNG OFFENDER AFTERCARE PROGRAM at $34,753, the CHILD ABUSE TREATMENT PROGRAM at $25,000, the GRANDPARENT AIDES PROJECT at $15,000, and reducing the YOUTH EMPLOYMENT AND ADVANCEMENT PROJECT by $2,000 and the COORDINATED INTAKE AND DETENTION SERVICES PROJECT by $32,000: ESTIMATED IMPLEMENTING AGENCY PROJECT TITLE AMOUNT Criminal Justice Planning, Coordination, Evaluation, and $ 121,000 Agency Administration Public Defender Defense of Juveniles 78,406 Friends Outside, Inc. TOTAL $1,675,493 The motion having been seconded by Supervisor Powers, the vote was as follows: AYES: Supervisors McPeak, Powers, and Schroder NOES: Supervisors Fanden and Torlakson (indicated that project reductions go beyond what is needed) ABSENT: None Board members having discussed the method of developing the status offender program and the use of projected carryover and costes-of-living funds, and Supervisor McPeak having moved that Children's Home Society's status offender program be developed in coordination with the County Administrator, the Criminal Justice Agency, County Probation Officer, and the Advisory Group working in conjunction with the Children's Home Society and that the estimated $75,000 carryover and $83,775 cost-of-living increase be used as a maximum funding level in the development of a cost effective program, recognizing that the actual program cost may be less than the maximum; and The motion having been seconded by Supervisor Powers, the vote was as follows: AYES: Supervisors Fanden, Schroder, Powers, McPeak, and Torlakson NOES: None ABSENT: None Board members having discussed the stipulations requested by Mr. Roemer to be added to the Board's approval of the 1981/82 Subvention Program Application, and Supervisor McPeak having moved that 1) the project amounts estimated in the application are to be subject to the budget review of the County Justice System Subvention Program Advisory Group; 2) the Criminal Justice Agency of Contra Costa County is authorized to submit, on behalf of the County, this approved application to the California Department of the Youth Authority and represent the County in seeking its approval; and, 3) the County Administrator or his designee be authorized to execute on behalf of the County those contracts required to implement the above approved projects as follows: ORGANIZATION AMOUNT NOT TO EXCEED Criminal Justice Agency $121,000 Friends Outside, Inc. 36,000 La Cheim School 92,160 Brentwood Police Department 83,316 CALL, Inc.
