Runaway Youth }

The Board on March 10, 1981 accepted the report of Findings and
Recommendations compiled as a result of the January 11, 1980 Public Hearing
on the subject of Runaway Youth. At that time Board members expressed
appreciation for the work done, but had some reservations as to certain
recommendations which were perceived to carry fiscal commitment by the
Board. It was also noted by the Board that the Findings and Recommendations
should be shared with other governmental bodies such as School Districts.
The study committee, consisting of Gerald Buck, County Probation
Officer, Robert Jornlin, Director of Social Services, Rose Manning and
members of the panel representing the Board and the Mayors Conference,
recognizes the fiscal constraints of the County, yet feels the nature of
this problem calls for a statement of public policy in the form of a Board
Resolution. To effectively combat the problem of runaway, the committee
feels that a wide variety of resources far beyond those of County Depart-
ments is needed. It is felt that the root cause of runaway is a breakdown
. of the family unit which also contributes to many other social problems to
which the' County has a responsibility.
this statement of general policy in support of the family, as well
as services for runaway y9uth, will offer the leadership needed to encourage
other governmental entities, non-governmental organizations and individuals
to mount an effective campaign to alleviate a major social problem.
Having considered the Findings and Recommendations submitted
March 10, 1981, IT IS HEREBY RESOLVED by the Board to adopt a policy
position as follows :
1. To utilize available resources to support the family unit
in order to prevent and deter runaway behavior resulting
from inter-family conflict;
2. To solicit broad-based assistance from all agencies and
organizations, public and private, which have a concern
for family life in order to launch a countywide campaign
of strengthening the family;
3. To encourage the coordination of services and activities of
agencies and organizations serving families,
4. To reaffirm the legitimate authority of parents, police and
courts while safeguarding the welfare and due process rights
of youth;
S. To provide fiscal support, so far as is possible and practical,
to existing services which serve runaway youth and their
families;
b. To enlist the assistance of the California Youth Authority
to provide consultation and technical assistance in the
development of prevention programs.
The Board further requests the assistance, in the form of recce--
n endat.ions, of the Children's Coalition of Youth Serving Agencies to study
further the means of inplementing program and projects in the furtherance
of these policy statements.
