HomeMy WebLinkAboutRESOLUTIONS - 01011981 - 1981-438 IN THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, STATE OF CALIFORNIA In the Matter of } Supporting SB 215 ) RESOLUTION NO. 81/ 438 Road Financing } ) WHEREAS gas tax funds are used for funding the maintenance and improvement of the road and street system in Contra Costa County including such components as pavements, shoulders, drain- age, guard rails, safety lighting, traffic signals, and signing and markings; and WHEREAS since 1963, the state motor vehicle fuel tax has been fixed at seven cents ($0.07) per gallon of fuel sold; and WHEREAS since 1963, road construction costs have increased by three hundred fifty percent (3500 due to inflation; and WHEREAS gas tax subventions have not been keeping up with the inflation rate even though gas tax dollars have increased through the years; and WHEREAS due to lower fuel consumption, less gas tax revenue was available this year than in previous years; and WHEREAS because of this decreasing availability of gas tax monies, maintenance of the County road system has been reduced.; and WHEREAS reduced maintenance is contributing to the deterior- ating condition of roads in Contra Costa County; and WHEREAS the road deterioration will contribute to an increase in payment of claims arising from a poorly maintained road system; and WHEREAS the decreasing availability of gas tax monies has also limited Contra Costa' s ability to install traffic signals and other measures which have been deemed necessary from a . traffic safety standpoint; and WHEREAS a modest increase in the gas tax would help decrease the rate of road deterioration and increase the County's ability to install needed improvements. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD that the California State Legislature is strongly urged to adopt SB 215 to increase the state motor vehicle fuel tax by two cents ($0.02) to nine cents ($01.09) per gallon of fuel. BE IT FURTHER RESOLVED that this Board of Supervisors does also urge that this increase and future increases in the gas tax be indexed to the cost of gasoline to help offset inflation.
