Programs for Fiscal Year 1981-82) RESOLUTION NO. 81/253
WHEREAS the Board of Supervisors of Contra Costa County has received
a report dated February 25, 1981 from the Acting Public Works Director recom-
mending Board Position on various U.S. Army Corps of Engineers programs of
interest to this county for Fiscal Year 1981-82;
WHEREAS Milton Kubicek, Acting Deputy Public Works Directo5 having
reported that limited funding of approximately $100,000 for the Wildcat-
San Pablo Creeks Project in Fiscal Year 1981-82 would be beneficial toward
expediting the completion of a new design report and environmental impact
statement to address the flood control district's modified plan;
NOW, THEREFORE, BE IT RESOLVED that this Board hereby ADOPTS the
position set forth in said report, a copy of which is attached hereto and
by reference incorporated herein, and REQUESTS the California Water Commission
recommend to Congress a federal appropriation of $100,000 in Fiscal Year
1981-82 for engineering study on the Wildcat-San Pablo—Creeks- Project and
an appropriation for the Walnut Creek Basin Restudy Project.
FURTHER, BE IT RESOLVED that Milton Kubicek, Acting Deputy Public
Works Director is AUTHORIZED to present the Board's recommendations to the
California Water Commission at their meeting on March 5, 1981 .

Agenda Item
We have received a copy of the California Water Commission's meeting agenda
for March 5, 1981 at which time the commission will make its final decision
concerning their position on FY 1981-82 Federal Appropriations for Corps of
Engineers Projects. Indicated below are the projects of interest to Contra
Costa County, the commission's proposed decision based on their agenda and
our recommended County position. The recommended position is consistent with
the Board's previously stated position in Resolution No. 80/984.

SUBJECT: Final recommendations for F.Y. 1981-82 Federal Flood Control
and Reclamation Programs
On March 5 and 6, the California Water Commission will adopt final recommen-
dations for FY 1981-82 funding for federal flood control and water programs.
Attached are proposed agendas for the meeting. The agendas show each water
program under one of three categories, as follows:
(a.) The water programs proposed to be eliminated from our list of projects
as consent items,
(b.) The water programs assigned to committee for review and recommendations, and;
(c.) The remaining water programs for which the Commission would reaffirm
its preliminary funding recommendations for FY 1981-82.
For further information regarding each project you should refer to our
tabulation entitled, "California Water Commission-Recommendatione-Federal
Flood Control and Reclamation Programs in California for FY 1981-82, dated
September 12, 1980".
This tabulation contains information on the total federal cost, estimated funds
expended through September 0, 1981, the C gsion's preliminary FY 1981-82
recommendations, and comments on the water programs.
We will discuss the proposed agenda at our February 6 meeting and forward a final
agenda to you shortly thereafter.
According to the informal information available to us, California's testimony
before the Senate and Douse Appropriations Committees will -be scheduled for
either March 269 or April 2. March 26 is the most likely date. We understand
that Brigadier General Homer Johnstone, Division Engineer, South Pacific
Division, Corps of Engineers, will testify before the Congressional Appropriations
Committee the weep of February 18. Keith Higginson will remain as interim
Commissioner of Reclamation. He will testify on February 24.
We will forward to you shortly a copy of funding proposals .aontained in the
budget omitted to the Congress by former President' Carter.

Cecil Andrus, former Secretary of the Interior, determined that a concrete
gravity dam could be constructed safely at the Auburn Dam site. Because of
the increased cost, economics, repayment, environmental matters, and unresolved
questions of flows in the American River, he did not recommend that the project
be constructed. The Commission will consider this project during the afternoon
of March 5,

The Corps of Engineers, the State Water resources Control Board, Department of
Fish and Game, and the Department of Water Resources executed a memorandum of
understanding regarding studies to be conducted under the San Francisco Bay
and Sacramento-San Joaquin Delta Water Quality and Waste Disposal Investigation.
The studies are not being funded. The Commission supported the funding for the
Sacramento and Stockton Ship Channels with the understanding that approp*i.ate
model studies would be conducted.
The Commission will review the following program which has been proposed by the
Department of Water Resources:

Commissioners Charlene Orszag, Merrill Goodall, and Scott Franklin held a
public meeting on the desirability of investigating the removal of sediment
above Hansen Dam. The committee plans to hold another public meeting prior
to the March 6 meeting and will make a recommendation to the Commission
on the results of the two meetings.
