The Contra Costa County Board of Supervisors in all of its capacities as the governing
body of this County and of the Districts and Agencies of which it is the governing
body, RESOLVES THAT:
1 . The Board has considered the recommendations of its Finance Committee concerning
the Social Service Department's anticipated budget deficit, and has considered
the staff retention plans submitted by that Department.
2. It is necessary in the interest of economy to abolish the positions described in
the list attached hereto effective at 5:00 p.m. on February 4, 1981 , and to lay
off employees accordingly (pursuant to Ordinance Code Section 32-4.672 and Civil
Service Commission Regulations Section XI-8) .
3. The Director of Personnel shall prepare layoff lists to effectuate the Board's
action expressed above and the Civil Service Commission 's Regulations.
4. The County Welfare Director shall issue layoff or displacement notices, as the
case may be, informing the affected employees of the Board's action.
5. This Resolution is an emergency action. Due to the immediate need to take action
to alleviate the budget deficit, there is not time to give notice or to properly
arrange the affairs of the County before taking this action. The Board has met
and conferred in good faith with Local 535, SEIU, to advise them of the intended
actions in the Department that affect represented employees.
6. The Employee Relations Officer shall give notice of this Resolution to all
recognized employee organizations.
7. To the extent that the subjects of this Resolution are within the s ope of
representation under the Meyers-Milias-Brown Act (Government Code ss 3500 et seq. ) ,
this Board offers to meet with any recognized employee organization upon request
concerning this Resolution.
8. The Employee Relations Officer shall receive requests from recognized employee
organizations to meet and confer respecting any written specific proposals they
make respecting this Resolution or the resulting layoffs, and shall consider such
proposals and respond accordingly. This authorization and direction is given
without prejudice to the Board's position that decisions to cut back or terminate
the operations and services of the County or any District governed by this Board
and to eliminate classes of employees or positions, comprise consideration of the
merits, necessity, or organization of services or activities of the County or
Districts governed by the Board and, as such, are not within the scope of represen-
tation.
9. This action is taken without prejudice to ongoing consulting, meeting, and meeting
and conferring with employee organizations.

Board (all members present) .
