HomeMy WebLinkAboutRESOLUTIONS - 01011981 - 1981-160 IN THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, STATE OF CALIFORNIA In the Matter of: } Funding for Multi-Disciplinary ) RESOLUTION NO. 81/160 Programs of Miller Centers. WHEREAS the Contra Costa County Board of Supervisors has been working for the establishment of a multi-discipline approach to meet the needs of developmentally disabled people; and WHEREAS the cooperative energy and support of the late Senator George Miller, Jr. secured the funds for the construction of the two facilities, which were subsequently named for Senator Miller; and WHEREAS during the ensuing twelve years the County Board of Supervisors provided the necessary funding to augment Short-Doyle funding to maintain and operate the unique programming provided by the George Miller, Jr. Centers; and WHEREAS the County Board of Supervisors provided from County revenues the necessary funds to continue the operation of these programs when Short-Doyle money was no longer allowed by the State for developmental disability programs; and WHEREAS the County Board of Supervisors recognizing the responsibilities of the State Department of Developmental Disabilities to provide services to these people has urged the State to assume those responsibilities; and . WHEREAS the process of negotiation with that State agency has finally produced results in the form of a promise that $475,000 will be budgeted to provide for the 1981-1982 funding for Regional Center eligible persons; and WHEREAS this funding does not cover all of the costs related to or services provided by the multi-disciplinary approach now being utilized by the staffs of the George Miller, Jr. Centers; NOW, THEREFORE, BE IT BY THE BOARD RESOLVED that Contra Costa County Board of Supervisors is on record supporting the provision of appropriate multi-discipline programs for developmentally disabled persons. BE IT FURTHER RESOLVED that the Board of Supervisors indicates its total support for obtaining continued, permanent, uninterrupted, adequate funding for programs for developmentally disabled persons recognizing the anguish caused to families and staff by the struggles surrounding the provision of said funds, and hereby DIRECTS staff to write and seek introduction of whatever legislation is necessary to achieve the goal of providing for permanent, uninterrupted, adequate multi-disciplinary programs for developmentally disabled persons. BE IT FURTHER RESOLVED that the Board gratefully recognizes the efforts of the parents of the Miller Center clients in achieving a satisfactory interim solution to the Miller Center funding crisis and hereby DIRECTS staff to remain in close contact with the parents of the Miller Center clients and assist them in advocating for passage of legislation to achieve total State funding of the Miller Centers.
