HomeMy WebLinkAboutRESOLUTIONS - 01011981 - 1981-154 IN THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, STATE OF CALIFORNIA In the matter of Implementation of Family Support Collections Officer Deep Class Resolution No. 81/154 1 . The Board of Supervisors having enacted County Ordinance Code Chapter 36-18 relating to the establishment of deep classes and related compensation and terms and conditions of employment of individuals therein employed, hereby establishes the class of Family Support Collections Officer pursuant to said chapter, and sets forth particular terms and conditions of employment herein. 2. Sala:-y Range. The compensation in the Family Support Collections Officer classifi :ation shall be based upon the following salary schedules: Mork Level Salary Schedule Step Monthly Rate P. I./Temp. Part-Time Compensation. A Family Support Collections Officer working Permanent Part-fine shall be paid a monthly salary in the same ratio to the full-time monthly rate to- which the employee would be entitled as a full-time Family Support Collections Officer as the number of hours per week in the part-time employee's work schedule bears to the number of hours in the full-time schedule. Other benefits to which the employee is entitled shall be assigned on the same pro-rata basis. If the employment is periodic and irregular (permanent-intermittent) , depending on departmental requirements, payment for hours worked shall be made at the hourly rate and step established for the work level (hereinafter referred to as level ) to which the employee has been assigned. 4. Temporary Appointment. A person who is appointed as a Family Support Collections Officershallcompensated at the hourly rate of the first step of the level to which the employee has been appointed unless the employee is appointed above the first step pursuant, to Section 36-2.008 of the County Ordinance Code. 5. Compensation for Portion of Month. Any Family Support Collections Officer who works less than any full calendar month, except when on earned vacation or author- ized sick leave, shall receive as compensation for his/her services an amount which is in the same ratio to the established monthly rate as the number of days worked is to the actual working days in such Family Support Collections Officer's normal work schedule for the particular month; but if the employment is intermittent, compensation shall be on an hourly basis. 6. Permanent New Appointment. A Family Support Collections Officer who meets the minimum qual7ications for the class of Family Support Collections Officer as established by the Contra Costa County Civil Service Commission shall be appointed at step one (1 ) of Salary Schedule A. A Family Support Collections Officer who has family support collection experience in a California County which is at least equivalent to the entry/experienced level in Contra Costa County may be appointed, at the Appointing Authority's discretion, up to the third salary step on Schedule A as set forth below. At no time will a Family Support Collections Officer be appointed to a salary step higher than that indicated by his/her years of experience as stated in the schedule below: RESOLUTION NO. 81/154 At least one (1 ) year of full time family support collection experience in a California County --- Step 2. At least two (2) years of full time family support collection experience in a California County --- Step 3. The appointment of a Family Support Collections Officer above the first step shall have no affect upon the salaries of incumbents who are earning less than the step at which the new employee enters. 7. Journey Level Assignments. A Family Support Collections Officer at the entry/ experienced level who meets the minimum qualifications for a journey level assign- ment and is assigned by the appointing authority to perform the duties of a journey level assignment on a permanent basis shall be placed at the salary step in Schedule B which is next higher than the rate he/she was receiving in Schedule A. In the event this increase is less than five percent, the employee's salary shall be adjusted to the step in Schedule B which is five percent greater than the next higher step if the new range permits such adjustment. Designation of and assign- ment to the journey level is the sole prerogative of the County. 8. Specialized Assignment. A Family Support Collections Officer who meets the minimum qualifications of the specialized assignment level and is assigned by the appointing authority to a specialized assignment position on a permanent basis shall be placed at the salary step in Schedule C which is next higher than the rate he/she was receiving prior to the assignment. In the event this increase is less than five percent, the employee's salary shall be adjusted to the step in Schedule C which is five percent greater than the next higher step if the new range permits such adjustment. Designation of and assignment to positions appro- priate for specialized assignment compensation is the sole prerogative of the County. Continued incumbency in any of the above specialized assignments shall be dependent on the incumbent receiving a satisfactory performance evaluation from the appointing authority or designee at the completion of six months tenure in the assignment and annually thereafter. 9. Re-employment. Family Support Collections Officers who terminate their service with the County in good standing and are subsequently re-employed as a Family Support Collections Officer within two years from the date of termination may be appointed at the level at which they were employed at the time of their termination provided that a vacant position exists at that level . Said appointment will be at the first salary step of the appropriate schedule, unless otherwise provided for by the appointing authority or designee in which case employees may be appointed up to the salary step of the level at which they were employed at the time of their termination. If a vacant position does not exist at the level the employee attained at the time of his/her termination said employee may be appointed to a lower level position provided that a vacant position exists at that level . 10. Allocation of Current Employees. With the approval of the Civil Service Com- mission employees encumbering positions in the classes of Collection Services Assistant I , Collection Services Assistant II , and Collection Services Officer in the District Attorney' s Office at the effective date of this Resolution shall be allocated to the salary range of the deep class of Family Support Collections Officer as provided below and in accordance with the attached list of current employees which is incorporated herein. ProbationaryEees. Current employees having probationary status in one of the aforementioned classifications in section 10 (ten) above as of the effec- tive date of this Resolution shall be eligible to receive a salary increase of one (1 ) step on the salary schedule if the employee successfully completes his/her six (6) months probation. 12. Definitions and Application of Terms. (a) R��_e_____a���s���s���ii�gnment means the movement from one work level to another within the deep c aT ss or�rom one work level position to another work level position within the deep class. (b) Promotion Demotion, and Transfer - For the purpose of promotion, demotion and trans er to and from the deep class of Family Support Collections Officer, salary refers to and shall be based on the lettered salary sub-schedule established for each of the work levels within the whole deep classification rather than on the bottom and top salary steps of the whole deep class. (c) Y-Rate means the withholding of a class-wide annual salary adjustment from an individual who has had his/her salary y-rated. 13. Anniversary Dates. (a) Current Permanent Employees. The anniversary date of an employee having permanent status in one of the aforementioned classifications at the effective date of this Resolution shall remain unchanged. (b) Current Probationary and New Employees. The anniversary date of an employee aving probationary status in one of the aforementioned classifications as of the effective date of this resolution and all new employees appointed at the first salary step shall be the first day of the calendar month after the calendar month when he/she successfully completes six months full time service, except that when he/she began work on the first regularly scheduled workday of the month for his/her position which was not the first calendar day that month, the anniversary is the first day of the calendar month when he/she successfully completes six months full time service. The anniversary date of a new employee who is appointed at a step other than the first step of a salary schedule shall be one year from the date of appointment in accordance with the procedure set forth in (b) above. (c) Reassignment to Nigher Level Position. The anniversary date of a family Support Collections Officer who is assigned to a journey or specialized assignment level position shall remain unchanged. (d) Reass gnment to Lower Level Position. The anniversary date of a Family Support. Col ections_Officer who is reassigned from a higher level position to a lower ' evel position (e.g. from specialized assignment to journey level ) shall remain unchanged. (e) Demotion. The anniversary of a Contra Costa County Employee who demotes to the class of7amily Support Collections Officer is the first day of the calendar month after the calendar month when the demotion became effective. (f) Transfer. The anniversary date of an employee who transfers to the class of Family Support Collections Officer remains unchanged. (g) Re-Employment. The anniversary of an employee appointed from a re-employ- ment list is determined as for a new Family Support Collections Officer in (b) above provided that the employee is not required to serve a probation period pursuant to applicable regulations and is appointed to the first step of the applicable salary schedule. The anniversary date of an employee who is re-employed at a step other than the first step of a salary schedule shall be one year from the date of re-employment in accordance with the procedure set forth in (b) above. 14. Performance Evaluation. The performance of each Family Support Collections Officer shall be reviewed and evaluated by the appointing authority or designee on or before the employee's anniversary date and annually thereafter. RESOLUTION NO. 81/154 15. Salary Adjustment (a) Based upon a review of each Family Support Collections Officer's perfor- mance the appointing authority may authorize an adjustment in the salary of that Family Support Collections Officer except in cases where an employee is already at the maximum salary step (step 5) of the salary schedule for his/her level . In the case of satisfactory performance such adjustment shall consist of an advancement of the employee's salary by one (1 ) step on the salary schedule established for that level of the class of Family Support Collections Officer. In the case of less than satisfactory performance, the employee's salary shall be held until such time as the performance of the employee is satisfactory. No salary adjustment shall be made unless an affirmative recommendation to do so is made by the appointing authority or designee and no provision of this section shall be construed to make the adjustment of salaries mandatory on the County. The appointing authority may recommend unconditional denial of the increment or denial subject to review at some specified date before the next anniversary. The salary of employees who are on leave of absence from their positions on any anniversary date and who have not been absent from their positions on leave without pay more than six (6) months during their anniversary year preceding the review date shall be reviewed on the anniversary date. Employees on stipendiary educational leave are excluded from the above six month limitation. Persons on military leave shall receive anniversary increments that may accrue to them during the period of military leave. (b) Effective Date: Adjustmentsto a Family Support Collections Officer's salary shall be effective on the employee's anniversary date. 16. Salary on Promotion. A County employee who is promoted to a Family Support Collections Officer position from a class allocated to a lower salary range than the Schedule A salary range for Family Support Collections Officer, shall receive the salary on Schedule A which is next higher than the rate he/she was receiving before promotion. In the event this increase is less than five percent, the emplo-e-2's salary shall be adjusted to the step in Schedule A which is five percent greater than the next higher step, if the Schedule A range permits such adjustment. 17. Salary on Demotion. A County employee who promotes from Family Support Collections Officer and is subsequently reinstated to the class as the result of demotion or failing probation will be reinstated to the level he/she attained prior to promotion. Applicable rules on layoff and displacement will be effec- tuated in the event a vacant position, at the level to which the employee is to be demoted, does not exist. When the employee demotes to a level of Family Support Collections Officer which has a salary schedule lower than the class from which the employee is demoting, he/she shall have his/hoer salary reduced to the monthly salary step of Family Support Collections Officer which is next lower than the salary he/she received before demotion. In the event this decrease is less than five (5) percent, the employee's salary shall be adjusted to the step on the appropriate salary schedule that is five percent less than the next lower step, if the schedule permits such adjustment. Whenever the demotion is the result of layoff, the salary of the demoted employee shall be that step on the applicable salary schedule which he/she would have achieved had he/she remained continuously in the position to which he/she has been demoted, all within range on the anniversary dates in the demotional class. If the demotion is a result of a failure of probation the employee shall be placed at the level and salary step he/she was at prior to being promoted. 18. Salary - On Uoluntar Demotion. Notwithstanding Section 17 above, whenever any employee voluntarily demotes to Family Support Collections Officer at a level which has a salary schedule lower than the class from which the employee is demoting, his/her salary shall remain the same if the steps in the new (demoted) salary schedule permits, and if not, his/her new salary shall be set at the step next below his/her former salary. 19. Salar - On Transfer. Whenever a permanent employee moves to a Family Support Collections Officer position at a work level , the salary schedule of which -'s allocated to the same salary range as is the class of the position which �.he employee previously occupied, the employee shall continue to be compensated at the same step of the salary schedule/range to which the classes are allocated. ' 20. Salary on Re-assignment From a Specialized Assignment Position to a Lower Level Pis tion. An employee who is reassigned from a specialized ass gnment ev�el position to a lower level Family Support Collections Officer position during his/her first six (6) months at the specialized assignment level shall RESOLUTION NO. 81/154 be placed at the salary step of the lower level position which the employee was at prior to his/her reassignment. An employee who is reassigned from a specialized assignment level position to a lower level position after having been at the specialized assignment level for over six (6) months shall have his/her salary held (y-rated) until said salary is equal to or exceeded by a step on Salary Schedule B. Said employee will then be placed on Salary Schedule B at the step which is closest to his/her y-rated salary. If the employee's y-rated salary falls exactly between two steps in Schedule B the employee's salary will be set at the lower step. 21 . Reclassification of Position. The salary of an employee whose position is reclassified from a class on the basic salary schedule to the Family Support Collections Officer classification shall be established in accordance with the applicable sections of this resolution. An employee's salary who is in a position that is reclassified from Family Support Collections Officer to another class on the basic salary schedule shall be determined based upon the Family Support Col- lections Officer's work level salary schedule and the provisions of Division 36 of the County Ordinance Code or other applicable deep class resolutions or ordinances. 22. Seniority. An employee's seniority for layoff and displacement purposes in the "deep class" of Family Support Collections Officer shall be determined by adding (a) his/her length of service in other classes at the same or higher salary levels as determined by the salary schedule in effect at the time of layoff and by adding (b) his/her length of service in the classes of Collection Services Assistant I , Collection Services Assistant II and Collection Services Officer to other service described in (a) above. Service for layoff and displacement purposes includes only the employee 's last continuous permanent County employment. Other rules affecting seniority are contained in the Rules and Regulations of the County Civil Service Commission. 23. Other Provisions. The provisions of Ordinance Code Division 36 are applicable except those provisions which have been modified by this resolution or those provisions which hereinafter may be modified by resolutions.
