Against the County }

WHEREAS the County and special districts governed by the Board
of Supervisors are self-insured for public liability and Workers '
compensation risks; and
WHEREAS the Board of Supervisors has assigned administrative
responsibilities for these self-insurance programs to the County
Administrator and in connection therewith delegated to the County
Administrator or his Assistants settlement authority up to $5,000
for each public liability claim (Resolution No, 76/342) and to
the Director of Personnel settlement authority up to $7,500 for
each workers' compensation claim (Board Order of June 14 , 1977) ; and
WHEREAS due to the rapidly escalating cost of settlements, the
increasing volume of claims made against the County and the need to
act expeditiously in order to effect many of the settlements,
State legislation was adopted (Chapter 317, Statutes of 1981) to
allow the Board of Supervisors to increase the monetary limit from
$5, 000 to $20,000 of settlement authority which may be delegated to
an employee of the County in a self-insurance program for allowance,
compromise or settlement of liability and workers ' compensation
claims;
NOW, THEREFORE, BE IT RESOLVED that in order to administer the
County's self-insurance programs effectively, this Board of Super-
visors does hereby delegate to the County Administrator and his
designee the authority to allow, compromise or settle liability and
workers ' compensation claims up to a maximum of $20, 000, with the
understanding that settlements in excess of $10,000 shall be
separately identified on the insurance reports periodically
presented to the Board of Supervisors .
BE IT FURTHER RESOLVED that the allowance, compromise and
settlement falling within this limit shall be the responsibility of
the County Administrator and his designees and no further formal
authorization from this Board shall be required.
